Louisville City Council Meeting <br />March 4, 2003 <br />Page 9 <br /> <br />Davidson noted the purpose of the meeting is not to adopt a new comprehensive plan, but <br />to discuss the issues and direct City Staff. He stated the two questions to be resolves are: <br />1) what is the benefit to the City, 2) should the 80 acres of unincorporated land be <br />annexed. He asked Council to email the City Manager for any additional documentation. <br /> <br />Brown addressed the 80 acres parcel of unincorporated land and stated the City could <br />maximize their open space options, and a corridor could be created for wildlife, trails and <br />future connectivity for access. Brown agreed the model could be improved and although <br />the City is not the developer of the land, different uses of the land could be explored. He <br />stressed Council must decide on criteria and goals. <br /> <br />PRESENTATION/DISCUSSION - REVISIONS TO 2003 CAPITAL <br /> IMPROVEMENT FUND BUDGET INFORMATION <br /> <br />Davidson called for Staff presentation. <br /> <br />Finance Director Charlene Laus presented revisions to the 2003 Capital Improvement <br />Fund Budget and asked Council to review the information at their leisure. This item has <br />been scheduled for further discussion at the March 11 Study Session. She stated the <br />information includes: Capital Projects Funds, the Conservation Trust - Lottery Fund, the <br />Conservation Trust - Land Acquisition Fund and the proposed Impact Fee Funds for <br />transportation, police facilities, and municipal facilities. Staff has worked on various <br />components of the capital improvement program since the 2003 budget approval and has <br />incorporated them into the documents. Those include Recreation/Senior Center <br />Improvements; Memory Square Pool; Library Improvements, Impact fee Funds and the <br />McCaslin Interchange. Included in the documents is a proposed bond issue of <br />$5,000,000 to fund the Interchange project. <br /> <br />City Manager Simmons addressed the impact fee and stated it is scheduled to begin July <br />1, 2003. He noted the Community Investment Fee ordinance would be reviewed by Staff <br />prior to the March 11 Study Session. He stated Staff has documented various <br />improvements at the Recreation Center and Memory Square Pool. <br /> <br />Sisk requested the revisions be posted on the City's Web Page. <br /> <br />UPDATE- DROUGHT MANAGEMENT PLAN <br /> <br />Public Works Director Tom Phare reviewed a draft of the City of Louisville Drought <br />Management Plan, which is intended to guide the City through varying degrees of <br />drought through normal variations in weather patterns. Page 7, of the document, entitled <br />Drought Surcharge Plan, is the rate-based service charge and premium to be associated <br />with any usage beyond what is allowed. Last years' single-family water usage was <br />utilized to determine the rates. This plan does not assume any Windy Gap firming, <br />however 1,800 units of CBT are pending. He suggested implementing the Plan in mid- <br />April, and after finalized, conduct public meetings and place the Plan on the Web Page. <br /> <br />9 <br /> <br /> <br />
