Motion passed by a 4 - 2 vote, with <br />Hornbostel and Davidson voting against. <br /> <br />Mayer explained that his basic intent was to give this agreement <br />the best chance for passage. He felt most of the offensive <br />drainage language had been removed. The drainage language that is <br />especially of interest to the County is still in there, which is <br />the one that affects the northwest corner. <br /> <br />Hornbostel: <br /> <br />Davidson: <br /> <br />The reason I voted "no" on all of <br />them is I believe the probability <br />that they are even going to consider <br />it is nil. I want to be able to say <br />that we participate in it. If we go <br />in and · say we ' 11 do this <br />without .... only with this <br />stipulation, then they just turn <br />around and do what they want to do <br />and I want to participate. <br /> <br />As a further explanation, Louisville <br />City Council several months ago <br />passed Ordinance No 1082, which is a <br />financial control ordinance. What <br />that financial control ordinance <br />does, and we passed it before I had <br />even heard any details of Amendment <br />No. 1, what it prevents the City of <br />Louisville doing is from entering <br />into lease purchase agreements or <br />agreements like lease purchase. <br />Although this agreement had <br />Louisville participate on a yearly <br />basis, it's probably not covered by <br />that, and I think the Council felt <br />that it violated the spirit of that <br />ordinance. I think we're fully <br />committed not getting the City into <br />multi-year financial obligations, <br />unless there is a vote. <br /> <br />Annette Brand, City Administrator, reminded Council that they <br />needed to address the boundaries and whether Council accepts the <br />boundaries, as presented by the City Attorney at this meeting on <br />Parcels 1, 2, 3, and 4. <br /> <br />Davidson: <br /> <br />I really think, as far as we're <br />concerned, the exact boundaries of 2 <br />or 3 don't really mean much.
