The reason is that both the <br />State and Federal government have similar sections, so he thought <br />it just fit. <br /> <br />Howard suggested that Council break this question up into two (2) <br />components, so the issue isn't confused, a question on whether or <br />not the Council is going to support Randy Carnival, and a question, <br />which he's moved to support, which is to change the Ethics <br />Ordinance after six (6) months. <br /> <br />Davidson: Would you accept a friendly <br /> amendment? <br /> <br />Sisk: <br /> <br />That we have a vote on both issues? <br /> <br />Howard: Yes. <br /> <br />Sisk accepted that. Lathrop, seconder, accepted that. <br />Davidson asked that the two (2) motions be restated. <br /> <br />Sisk stated that the first motion is that Randy Carnival be the <br />Louisville swim coach for the calendar year 1993, that he not be <br />compensated, except that he be reimbursed for any out-of-pocket <br />expenses, that he would also be covered by the City's liability <br />insurance, and Carnival would be acting as the City's volunteer <br />swim coach. All in favor. <br /> <br />Sisk stated that the second motion is that Council consider at a <br />Work Session the amendment, or considerations to the Ethics <br />Ordinance, wherein Council takes up the issue of volunteer, part- <br />time coaches, stipend reimbursements, or anything of the like, not <br />limiting Council to this, and solicit public sentiment from those <br />who were on the Ethics Committee, the public, and take a long, hard <br />look at what should be done. Davidson seconded that. Roll call <br />was taken.
