Michael Nehring, 1067 West Alder, Louisville, Colorado, spoke of <br />Carnival's dedication to the swim team. He thought the suggestion <br />to grandfather Mr. Carnival in should be reconsidered. <br /> <br />Sisk moved that Council request Randy Carnival to be the swim coach <br />for the year 1993, that it be requested that he be employed by the <br />City on a volunteer basis for the 1993 season, that he be <br />compensated for any expenses that he has out-of-pocket, and that he <br />be under the City's liability protection insurance, and that the <br />matter be considered, as far as any amendments to the Ethics <br />Ordinance, at a Work Session. Seconded by Lathrop. <br /> <br />Howard: <br /> <br />If you hadn't added that second <br />part, I would have voted for it. I <br />really don't believe that in the <br />future this issue has any chance of <br />coming up. In fact, all new Council <br />members, just like all existing <br />Council members understand the <br />Ethics Ordinance and there is no <br />reason to change the Ethics <br />Ordinance, when in fact no one else <br />would be in the same kind of <br />circumstances. I believe that we <br />put that ethics stipulation in for a <br />very good reason, because we were <br />tired of government being a <br />revolving door. That's really the <br />revolving door section of the <br />ordinance. What we were saying is <br />that we didn't want somebody to get <br />on City Council and, then <br />immediately become a consultant or <br />City employee with undue influence. <br />The only mechanism that you have to <br />make sure that you do not have a <br />revolving door is what we have in <br />this ordinance. That's the only <br />mechanism that's available. I have <br />not seen or heard any good reason <br />why that ordinance should be <br />changed. <br /> <br />Sisk suggested looking at the Ethics Ordinance at a Work Session, <br />and listen to the people, and bring back the people who drafted the <br />ordinance. <br /> <br />Davidson had no problem with looking at in a Work Session. <br /> <br />Hornbostel wondered if it had been given a fair chance, if people <br />think there is this problem, maybe there is something else. She <br />wanted to give it a chance, but she would have a hard time going in <br /> <br />8 <br /> <br /> <br />
