City Council Water Committee <br />Meeting Minutes <br />Friday, July 10, 2015 <br />Page 3 of 6 <br />Kowar mentioned that the project has been spilt into two phases <br />(phase 1 -east of 42 and phase 2 -west of 42). Phase 1 is currently <br />under review by Boulder County with Phase 2 scheduled to be <br />reviewed by Boulder County once the ROW issue is resolved. <br />• Louisville /Superior Interconnect <br />i. Status: final design, project will be bid the fall <br />ii. Engineer's estimate: $1 million <br />Mr. Muckle requested a location of the planed interconnect. Mr. <br />Peterson stated that a drawing /map showing the location will be <br />provided. <br />• Howard Berry Water Treatment Plant Sludge Handling <br />i. Status: under construction (Moltz Construction) <br />ii. Engineer's estimate: $2.2 million <br />Mr. Peterson provided a brief overview that construction was <br />progressing satisfactorily with no major upsets. <br />• Eldorado Intake Reconstruction <br />i. Status: Notice of Award pending final approval from FEMA. <br />ii. Contract cost: $1.5 million <br />Mr. Peterson explained that project was still on hold pending <br />approval from FEMA. If the City were to proceed with contract <br />award without environmental approval the City would be ineligible <br />for the grant funds from CDBG. The next meeting with FEMA is <br />scheduled for July 20th. Mr. Kowar spoke to the possible increase <br />in undercutting to the diversion dam from the sustained runoff and <br />the potential for a cost increase. More information will be known <br />once a visual inspection can be performed. <br />iv. Community Ditch Reconstruction Project <br />Mr. Peterson outlined FRICO's plan to start construction on the <br />Upper Community Ditch the week of July 13th. Mr. Hill discussed <br />the borrowing agreement between Louisville and FRICO that <br />would allow Louisville to barrow Marshall Lake water earlier in the <br />2016 season and replace it later should it be needed for next year. <br />• Sid Copeland WTP Contact Tank <br />i. Status: An evaluation of the tank has been completed. A <br />preliminary design contract has been executed to analyze options. <br />ii. Engineer's estimated for design: $20,000 <br />Mr. Peterson and Mr. Kowar provided a brief overview of project <br />and the issue with the amount of contact time within the treatment <br />process. <br />
