Planning Commission <br />Meeting Minutes <br />November 12, 2015 <br />Page 5 of 41 <br />Staff's concern was overall scale and mass of the building. The Handbook calls for new <br />buildings to be compatible with the scale and mass of surrounding buildings. To the <br />south are two one -story buildings that recently had approved new two -story buildings <br />behind them. They are one -story along Main Street. To the north across South Street is <br />the Historical Museum which is one - story. There is a recommended building width of <br />20 -30'. The proposed new building along Main Street from South Street to the property <br />line is 33' and the buildings on either side are more narrow at about 20'. There are 5' <br />breaks between them. The proposed building extends property line to property line. <br />• ARCHITECTURE: The proposed stone veneer proposed for the first floor is not a <br />material traditionally found in Downtown Louisville and is not recommended by the <br />Design Handbook for Downtown Louisville. The curved awning and curved window <br />above the main entrance on the corner are shapes not commonly found in Downtown <br />Louisville. The Design Handbook calls for simple roof forms and the proposed new <br />building has a complex roof form with three different gables facing different directions <br />and a hip connector in between. <br />• EXISTING HOUSE: The existing house is proposed to stay the same except removal of <br />the garage, which will comply with rear setback and provide parking spaces. <br />• COURTYARD: A courtyard will be located between the existing house and the new <br />proposed building. <br />• SPECIAL REVIEW USE: The SRU is for the residential portion and for outdoor dining. <br />The courtyard will be used for outdoor dining as well as seating along Main Street. The <br />applicant will need to get a license agreement from the City to use a portion of the <br />sidewalk for outdoor dining. <br />• Staff does not feel the design amenities of the proposal warrant the waivers being <br />requested. 1,, Recommendations: <br />move to approve <br />n approval nal <br />Staff R <br />Staff recommends Planning Commission mo uth Street Final PUD: <br />Resolution No. 35, Series 2015, recommending pp royal of <br />planned unit development <br />(PUD) and special review use (SRU) to allow a new mixed -use building with 6,800 square feet <br />of commercial space and one residential unit, and the remodel of the existing house at 824 <br />South Street with one condition: <br />1. Is that a right or do we need to accept this? <br />Robinson says the wordin. . the Louisville Municipal Code (LMC) is "the applicant may meet <br />their parking requirement by paying a fee -in- lieu ". Staff reads this as a matter of right. <br />Rice says as long as the applicant is willing to pay the fee, they can provide as few parking <br />spaces as they want. <br />Robinson says the wording says yes. <br />Rice says they are providing five spaces, but one of them is a handicapped spot. There are only <br />four spaces being provided for the general public and the people who live there. <br />Robinson says there are four general purpose spaces and one ADA space. The ADA space is <br />required by the building code. <br />Russ says the LMC does not discriminate in total number of spaces. The LMC does not <br />separate what is a handicapped space. In the Code's interpretation, they are providing five <br />spaces. <br />Rice says there are two housing units on this property. The typical formula for a housing unit is <br />two parking spaces per unit. If PC goes with that, then we have already taken up all the parking. <br />Robinson says in Downtown, a 1- bedroom unit is required to have one parking space. There is <br />one 1- bedroom unit and one 2- bedroom unit. They require three residential parking spaces. <br />
