Revitalization Commission <br />Minutes <br />November 9, 2015 <br />Page 3 of 5 <br />community desire to remove blight and restore vibrant retail use on the <br />site. City Manager Fleming said it is a blighted area and has been vacant <br />for 6 years. Commissioner Menaker said he does not believe the Small <br />Area Plan will reveal a desire to change zoning. <br />City Manager Fleming said the responses to RFP may inform the Small <br />Area Plan process. Commissioner Tofte said he has not heard concerns <br />regarding the area. <br />Chair Becker asked if the LRC can use funding from the original Urban <br />Renewal (UR) area for this item? City Attorney Light is not here but can <br />answer that question. DeJong said state law intends for the TIF in an area <br />be used to remove blighting conditions. There is not a nexus to use funds <br />generated in the original UR Plan area and use it to remove blighting <br />conditions present in another UR Plan area. <br />Chair Becker asked when is Council going to signal they will fund this <br />work. Fleming said Council said this area will not be funded by TIF. <br />Some Commissioners suggested legal costs need to be incurred by the <br />respondent. Are there incentives for anyone responding to the RFP to <br />move forward? There should be a discussion with Council on possible <br />incentives. <br />Chair Becker said the timing for creation of RFP is moving forward, is <br />there a parallel conversation taking place to move incentives forward? <br />Fleming said the RFP could include discussion on the City's current <br />incentive structure. Chair Becker asked if there is conversation in RFP to <br />subsidize respondents to prepare preliminary proposals. Fleming said the <br />LRC could consider such an option. Commissioner Menaker said we have <br />not offered money to anyone else for design ideas. <br />There was a review of questions in the packet for development of the <br />RFP. Commissioner Menaker suggests an outline starting with situation <br />analysis, reference of covenants, and discussion of legal costs. Talk about <br />staff costs with Malcolm. List possible incentives and deadlines. <br />Chair Becker said at a previous meeting the LRC had a conversation <br />about a broader RFP, are we looking at that? Commissioner Menaker said <br />he believes Council was clear that they do not want to go outside of <br />current zoning. <br />City Manager Fleming said he did not hear that Council wanted to strictly <br />preclude all proposals outside of zoning. Mayor Muckle said the RFP <br />should inform potential respondents of zoning in the RFP and let <br />4 <br />
