Revitalization Commission <br />Minutes <br />November 9, 2015 <br />Page 4 of 5 <br />proposers answer as they may. Commissioners Gorsevski, Tofte and <br />Fisher did not hear Council say to limit types of proposals. <br />Commissioner Menaker said given existing boundaries and lack of TIF, <br />zoning is not the issue. <br />City Manager Fleming said another adjacent property owner could partner <br />with an existing property owner and come up with a proposal. <br />Commissioner Gorsevski said the LRC should give existing tenants the <br />RFP. Proposers should have knowledge of the existing development <br />climate in Louisville. <br />DeJong will create a draft RFP and present at the next meeting based on <br />feedback. <br />c. 2016 Draft LRC Budget <br />Reviewed what is proposed in the packet, need for final approval at next <br />meeting. <br />New line item for Loftus rebate was added. <br />Per Deputy City Manager Balser: Parking study is out — no funding from <br />DRCOG. We are not pursuing it at this point as DRCOG funds are not <br />available or City funds. The LRC could fully fund the study however if they <br />believe this is a priority. <br />Discussion of budget continued among the Commissioners. <br />Parking Study was discussed. There was a suggestion to put a roundtable <br />together for a parking discussion. Commissioners were in agreement. <br />Commissioner Fisher asked that the Finance director change the "grant <br />revenue" item title. <br />Budget will be approved by resolution at the next meeting. <br />d. Proposed TIF Calculation <br />At the last meeting City Attorney Light mentioned the Colorado Division of <br />Property Taxation is working on potential revisions to the TIF provisions. <br />Discussion occurred on changes proposed and concerns. LRC asked that <br />Attorney Light be asked to clarify process and changes at next meeting. <br />Perhaps DOLA and CML can provide assistance. <br />5 <br />
