Griffiths:

For the basic service rates, this is
the lowest level of service. The
FCC is unlikely to regulate that at
all. If we don't do it, it won't
get done. The downside is that
there will be some cost associated
with the regulation process and some
expertise required in order to
perform that.

Sisk:

How often can the request be made to
increase the basic service rates?

Griffiths:

It ought not to be more frequently
than once a year.

Sisk wondered what the advantage would be to pooling Louisville's
resources with other cities that deal with Scripps Howard.

Griffiths stated that there may be some cost savings in terms of
acquiring any necessary expertise in reviewing the, for example,
calculations that Scripps Howard would be coming up with. She
understood that some aspects of their rates might be system wide,
so that knowledge might be helpful.

Mayer commented that the information he would like to see on
October 5 would be exactly what sort of service Scripps Howard
provides, what percentage of subscribers get that service, what the
current rate structure is, and what the cost of implementing the
regulation would be.

Sisk moved that Council consider the certification at the October
5, 1993 Council meeting, so as to gather more information.
Seconded by Mayer. All in favor.

Davidson called for a five minute recess, stating that the meeting
will reconvene as the Liquor Authority.

RECESS

Davidson called the meeting back to order stating that the City
Council would be acting as the Liquor Authority.

PUBLIC NEARING - RENEWAL OF TAVERN LIQUOR LICENSE - TRACK INN

Davidson opened the public hearing for the 1006 Pine, Inc. for the
renewal of the tavern liquor license for the Track Inn, 1006 Pine
Street, Louisville, Colorado.
