City Council <br />Meeting Minutes <br />January 5, 2016 <br />Page 3 of 15 <br />DISTRIBUTION OF OPEN GOVERNMENT PAMPHLET <br />Mayor Muckle requested a staff presentation. <br />Public Relations Manager Muth explained Section 4 -16 (b) of the Home Rule Charter <br />requires the City to "publish and update a pamphlet or other summary of Articles 4 and <br />5 of this Charter, and other laws relating to citizen participation in municipal <br />government. The pamphlet or summary shall be provided to each member of a public <br />body at its first meeting of the calendar year, and shall be made freely available to <br />citizens on the City's web site, City Hall, City Library and other public places, and at <br />meetings of public bodies." <br />Mayor Muckle noted there is also a Charter requirement for the City Council to receive <br />Ethics training. This year it will be held on Tuesday, January 12, 2016. <br />APPOINTMENTS OF CITY ATTORNEY, WATER ATTORNEY, <br />MUNICIPAL JUDGE, DEPUTY MUNICIPAL JUDGE <br />AND CITY PROSECUTOR <br />Mayor Muckle explained every two years, the City Council appoints a City Attomey, a <br />City Prosecutor, a Municipal Judge and a Deputy Municipal Judge pursuant to Section 9 <br />of the Home Rule Charter. In addition, the City Council may employ other special <br />counsel such as a Water Attorney. <br />The Legal Review Committee met with Bruce Joss and Colette Cribari and <br />recommended reappointing each as Judge and Prosecuting Attorney respectively. The <br />Committee also recommended appointing two Deputy Judges to assure coverage of the <br />court. All appointees serve at the pleasure of the City Council. For 2016, the City <br />Council appoints: City Attomey — Light Kelly, P.C.; Water Attorney — Yates Law Firm; <br />Municipal Judge, Bruce Joss; Deputy Municipal Judges, Jeff Cahn & David Thrower and <br />City Prosecutor, Colette Cribari. <br />Council members Leh and Loo, both members of the Legal Committee, commented on <br />the positive interview process with the attorneys and judges. <br />MOTION: Mayor Muckle moved to appoint City Attorney — Light Kelly, P.C.; Water <br />Attorney — Yates Law Firm; Municipal Judge, Bruce Joss; Deputy Municipal Judges, Jeff <br />Cahn & David Thrower and City Prosecutor, Colette Cribari, seconded by Council <br />member Leh. All were in favor. Absent: Mayor Pro Tem Lipton. <br />City Clerk Varra swore in Municipal Judge Bruce Joss. Judge Joss swore in the <br />following appointed counsels: Sam Light - City Attorney; Alan Hill - Water Attorney; Jeff <br />Cahn and David Thrower- Deputy Municipal Judges and Colette Cribari - City <br />Prosecutor. <br />
