REGULAR BUSINESS <br /> <br />INtrODUCTION OF NEW EMPLOYEES - THIRD QUARTER <br /> <br />Sharon Asti-Caranci is not here. <br />New employees from the Finance Department are: <br />Karen Dusek as of July 26, as Clerical Assistant <br />Betty Harrelson as of July 21 as Part-Time Records Retention Clerk <br />Bruce Goodman as of September 27 as Police Chief <br />Barbara O'Laughlin as Code Enforcement Officer <br />Kim Glenn in Records of the Police Department <br />Tom Talboom new Chief Building Official as of September 1, 1993 <br /> <br />RESOLUTION 37, SERIES 1993 -APPROVINGANINCREASE IN THESURCHARGE <br />FOR EMERGENCY TELEPHONE SERVICES <br /> <br />Sisk explained the Resolution, which is an increase in the <br />telephone monthly service surcharge for 911 from $.38 to $.50, and <br />asked for a further explaining regarding this Resolution. <br /> <br />Chief Goodman gave the background of the telephone surcharge. Six <br />or eight years ago Colorado had no mechanism for Egll to be funded, <br />so the Legislature gave to the PUC enabling legislation to allow <br />municipalities to assess a telephone surcharge. Several years <br />later Boulder County decided to go down the road of E911 (911 is <br />strictly a telephone switch, Egll can be routed to specific <br />answering points, displayed is the telephone number, the address <br />and. also a provision for hazard flags - known residents of <br />violence, hazardous materials, people with mental or medical <br />emergencies which can be programmed). At that time the surcharge <br />was. $.38 per phone line and has never been increased, three or four <br />years ago. The system now needs to be kept up to par and an <br />increase is needed for hardware, licensing, maintenance, and paying <br />the costs to the telephone subscriber, no personnel costs. <br /> <br />Sis.k moved that Resolution No. 37, Series 1993, to be approved.. <br />Seconded by Mayer. Roll call vote was taken: Yes: Hedding, <br />Mayer, Sisk, Howard, Hornbostel, Davidson. All in favor. <br /> <br />DISlCUSSION/DIRECTION - REFUNDING OF SALES TAX REVENUE BONDS <br /> <br />Two months ago Davidson contacted an underwriting firm and inquired <br />abc,ut refunding the sales tax bonds. The Finance Committee held a <br />meeting and talked to two underwriting companies. Presentation by <br />Forrest Cason, Vice President of Kirkpatrick Pettis. <br /> <br />Forrest Cason, Kirkpatrick Pettis, 1700 Lincoln Street, Denver, CO <br /> <br />He handed out a brochure and reviewed what was presented to the <br />Finance Committee. He recommended that the city consider refunding <br />of the 1989 sales tax bonds now for the following reason interest <br />rates in the tax exempt market are at one of their historical low <br /> <br /> <br />
