Louisville City Council Meeting
April 1, 2003

Van Pelt stated her understanding that the use tax was to be solely used for improvements
in the schools and asked City Manager Simmons for the wording on the ballot question.
Simmons voiced his belief the wording on the ballot was to benefit the education of the
Louisville students. He explained it has been used for one-time expenditures for the
following: Louisville Elementary School gymnasium, for technology grants, playground
equipment at Coal Creek Elementary School, improvements to the Louisville Middle
School auditorium and athletic field improvements.

Keany stated that money was also used for the underpass on 88th Street. Simmons
explained the tax was approved in 1993 or 1994 and $400,000 was contributed to the
location of the local high school in Louisville. He stated $280,000 was used for off-site
improvements relative to the Monarch campus developments along with $120,000 for
landscaping.

Keany stated he received an email from a resident who felt the school funds might be
better used for a new covered outdoor pool. He questioned how much use the recreation
department would have of the fields.

Brown stated he met with various Monarch coaches and received confirmation the fields
would be used for several sports and he stressed the importance for community. He
addressed the pool question, and suggested the opportunity for the field is available and
worth going forward with the negotiations. He asked that sufficient funds be reserved in
the school assistance fund for the Fireside Elementary School playground equipment.

Keany stated he did not disagree with Council member Brown's comments, but noted the
school tax sunsets in December of 2003.

Levihn voiced his support for the fields because of the water shortage and noted
Louisville would have its own fields and not required to share the fields at Centaurus
High School.

Simmons stated his understanding that the school district would make available a large
block of time for recreation programs.

Sisk voiced his hope for lighted fields that could be used for marching bands, and sports
activities. He agreed it is a window of opportunity and asked for a Council member to
assist in the negotiation. Council member Van Pelt agreed to assist in the negotiations.

Levihn noted that the boys and girls coach, three girls and two boys made all-state in
basketball.

MOTION: Brown moved that Council authorize Staff to negotiate an Agreement with
the Boulder Valley School District for athletic field improvements at Monarch High
School, seconded by Levihn. Roll call vote was taken. The motion passed by a vote of
6-0.

10
