Seconded by <br />Howard. <br /> <br />Griffiths was concerned that Council had not really made the <br />distinction between commercial and residential in terms of the tap <br />size. <br /> <br />Sisk withdrew his motion. <br /> <br />Sisk moved that Council continue Ordinance No. 1133, Series 1993, <br />until December 21, 1993, and instructed the City Attorney to show <br />therein that there be an increase in the residential rates of 3% <br />applicable in residential use, as opposed to no increase on the <br />commercial usage (no commercial increase, whether it's 3/4" or 8"). <br />Also, that the ordinance that would be prepared would be done <br />under an emergency designation. Seconded by Howard. <br /> <br />Mayer stated that when the CIP Fund was adopted this year, there <br />was an additional $50,000 in the Water Fund for next year for items <br />related to growth. That was not addressed last year. He commented <br />that the number they came up with last year was closer to $8,000. <br />Mayer stated that when the building in Louisville stops, the bonds <br />keep running, and the rates have to go up to cover that. He stated <br />that Council will remember this. <br /> <br />Davidson explained that in the past the fees were not fully <br />reflective of the costs. <br /> <br />Ali. in favor with Hedding being absent. <br /> <br />DISCUSSION/DIRECTION - LOCAL OFFICE REQUIREMENT OF SCRIPPS HOWARD <br />CABT~ COMPANY UNDER SECTION llb OF CITY OF LOUISVILLE CABLE <br />TEI~"VISION FRANCHISE PERMIT AGREEMENT AND SECTION 40FAMENDMENTTO <br />CITY OF LOUISVILLE CABTm TELEVISION FRANCHISE PERMIT AGREEMENT <br /> <br />Chris Miller, Assistant to the City Administrator, stated that he <br />had sent a letter to Greg Griffin, General Manager of Scripps <br />Howard, discussing the requirements of Section llb and Section 4 of <br />the franchise agreement. Mr. Griffin had responded by letter and <br />was at this meeting to answer any questions. <br /> <br />Sis:k was concerned that Scripps Howard had been able to save so <br />much money by not having an office in Louisville (until recently) <br />or local cable manager to be more attentive to Louisville citizens. <br />He felt there had been a lot of talk but no action from Scripps <br />Howard in complying with the current franchise agreement. He <br />wanted action. <br /> <br />Greg Griffin, General Manager, Scripps Howard Cable, reviewed the <br />letter of reply that he had sent to Chris Miller (SEE ATTACHED). <br /> <br />9 <br /> <br /> <br />
