Resource Conservation Advisory Board <br />Minutes <br />March 10, 2008 <br />Page 2 of 3 <br />residents; Regarding compostables facility, Ecocyle wants County to buy <br />land then Ecocycle run or County could by Western's existing facility and <br />run it. <br />Elections for 2008: Mark is president and Richard is co-chair; rotating secretary <br />(each member does twice/year). <br />Meeting Day and Time: Second Monday of the month at 6:45pm. <br />Discussion: <br />Green Points Program -LRCAB recommended to Council adopting either the <br />Longmont program (more streamlined, points the same or less as IBC catches <br />up) or City of Boulder (just updated in summer'07, want x% above IBC). BOA <br />agreed but hasn't drafted anything for Council to approve) -Need to follow up on <br />this. Also came up with 4 mandatory items: 1). mandatory recycling of building <br />site waste (lumber, cardboard and metal), 2). energy star applicances in new <br />residences, 3). non-incandescent lighting fixtures (not halogen), and 4. new <br />residences must be solar ready. Discussion of need for 4 mandatory items <br />followed: If green points program fails, could amend Building code for these 4 <br />things OR increase points for these 4 items OR make these 4 items mandatory <br />within the Building Code requirements. LRCAB is to send email/memo to Mike <br />Jones (head of BOA). Tom will speak to Paul Wood to understand who Mike <br />Reports to. Mark will have links sent out to LRCAB members for Boulder and <br />Longmont programs. Tom will send pdf of County's sustainable Energy Plan. <br />Annie, Richard and Beth will work on green points program to discuss at April <br />meeting. <br />Meeting with City Council -Scheduled for Tuesday June 10, 2008. Building <br />Code Board of Appeals meets 2 weeks prior to this date. <br />Comp Plan -Paul Wood (Planning Director) has ideas of what should happen in <br />new growth areas (Hwy 42, North End and Conoco-Phillips); amend comp plan <br />now to cover these. He will be meeting with various boards between now and <br />August 2008 when Planning Commission and Council will be hearing these <br />issues. <br />Future Efforts -Jenny and Ryan will work on pay as you throw (PAYT); Mark will <br />work on Comp plan; Everyone needs to read sustainability document.
