Open Space Advisory Board
Minutes
Apri19, 2008
6. Duty Free Pets has adopted the Davidson Mesa dog park. They will
be picking up monthly while donating their services bimonthly.
Board Updates
Tom was pleased with the Trails Open House turnout and gave kudos to
Ember for organizing it.
Park Villas Review
Everett Wiehe and Richard McCabe of RE Development were present.
Everett spoke about the concern of the cottonwood trees along the Goodhue
ditch and feels that the runoff from South Boulder Road will be enough to
maintain them. Further, the future HOA will irrigate and do the upkeep for the
area while holding any liability. Leaving the trees will support current wildlife.
Four of the six Blue Spruce trees will be saved in outlot C. He is unsure as to
what type of land dedication outlots D, E, and F will be. It was noted that if
maintenance is left to the HOA that in the future the HOA may choose to change
the level or type of maintenance. Linda Smith suggested that the HOA covenant
should specify maintenance to be kept in a natural state. Everett thought
sending letters to the HOA to the east for their input about the future of this
corridor would be helpful. Bret Harper asked for clarification regarding trees that
will be lost. Everett noted that the Goodhue ditch will remain untouched, but that
the ditch water will be piped underneath the housing complex leaving the South
Boulder Road runoff to go into the Goodhue ditch. Ember noted that she has
received many letters regarding this development that do not relate to Open
Space. The letters will be posted to the city website and hard copies were given
to Everett. Bret questioned what materials would be used for the trail to the
south. Everett stated it would be cement to tie into the existing cement walk.
Tom Davinroy questioned the buffer of this trail. Everett stated that a rail fence
would go around the property in order to create a minimum separation from the
neighboring homes.
Public Comments:
Jean Morgan 1131 Spruce Street questioned the remaining water level in
the Goodhue Ditch since it will be less with only the South Boulder Road runoff.
Everett responded that a previous tree survey showed that the trees along the
ditch are at the end of their lives and that the water level is not enough to save
them.
Judith Champion 1603 Cottonwood Drive is concerned about the current
`V' shape of the Goodhue Ditch. She noted that the water going into the ditch
historically has always been a trickle and wanted to know how much would be
diverted to the new piped ditch. She noted that the ditch would not be cleaned
out by the usual water run that the ditch company does. This water will now go
into the pipe below the development. Lastly, she raised a concern for the
expense of the HOA to the east to help water the trees. Everett responded that
you cannot control what the ditch company does with its water and doesn't want
RE Development to pursue it. Tom Davinroy questioned the true ownership of
