Everett stated that thirty feet on either <br />side has been requested to accommodate overflow, but there will still be an <br />easement. David further questioned if that means that the new plan for houses <br />has moved into that easement area. <br />Paula Palmer 1603 Cottonwood Drive confirmed that the easement has <br />been relinquished, but indeed houses have been placed in that area. <br />Jay Brook 1590 N. Garfield Avenue suggested that the City Forrester look <br />at the trees in question and noted that the tree survey RE Development did was <br />prior to the change of plans. He reminded OSAB that lots A and B were stated in <br />a previous meeting to not hold any Open Space value. Tom Davinroy said that it <br />could. <br />Boo Champion 1603 Cottonwood Drive questioned the remaining water <br />level in the Goodhue Ditch. Everett repeated that the trees might not survive <br />regardless of water level. <br />Molly Heltonstein 1609 Cottonwood Drive wanted to know which water <br />came in where from South Boulder Road and the ditch. RE Development did not <br />know the current water levels and their sources. <br />Margie 1609 Cottonwood Drive wanted to know how tall the buildings by <br />outlot F will be because this will block the sunlight available to the trees. Richard <br />McCabe responded that they are two story buildings, so they are allowed to go to <br />35 feet. <br />Phil Harder 171 Harper Street Asked OSAB about a previous meeting's <br />discussion regarding a path along the ditch. Tom responded that if the ditch is <br />left open that it might not be suitable for a path. Phil thinks this is an ideal spot <br />for the trail that would basically widen outlot D and F dedications. <br />Bruce 1612 Cottonwood Drive stated that he is opposed to this entire <br />development. <br />Joy Brook 1590 N. Garfield Avenue thinks the land along the Goodhue <br />ditch is the most appropriate for a land dedication. Because that currently is not <br />the case and houses will be going right up to the ditch and will be detrimental to <br />the riparian habitat. She questioned if the RE Development was allowed to build <br />the three foot wall along South Boulder Road and erect a large sign in Lot A. <br />She also agrees with Margie's sunlight comment. Larry Crowley noted that once <br />the water is removed from the Goodhue ditch that it will no longer be a riparian <br />area. <br />Tom closed discussion. RE Development doesn't think that the blocked <br />sunlight is an issue since the buildings will not exceed 35 feet. They reminded <br />everyone that the wall and sign are still on their property since the land has not <br />been dedicated yet. Further that they gave up ten units to accommodate some <br />of the requests that they have received. Richard noted Lot C is a natural <br />extension to Cottonwood Park and Lot A becoming a parking lot allows a current <br />Cottonwood Park parking lot to be converted back to turf.
