City Council Business Retention & Development Committee
Meeting Minutes
January 8, 2007

her company can provide either a closed or open-loop system that can be used by most
vendors existing credit card systems.

Dalton asked if the big box stores would be able to use the cards. Sanders said they
would be required to install additional hardware to process the cards. Those stores
would include Home Depot, Kohl's, King Soopers, Safeway, etc.

Steve Kreye of New Market Solutions gave a presentation. He noted that his company
would do gift cards that run on a MasterCard system that can be either a closed or open-
loop and that all vendors that currently take MasterCard would be able to use. He added
that he felt the company could have the system up and running within 10 weeks of
implementation.

New Market Solutions would charge the City $4000 as the up front cost, plus travel
costs, a per card charge, and any marketing costs.

Following the presentations, members were in agreement to go forward with an
additional meeting with New Market Solutions. Members felt that for the program to be
successful it would have to be available to all Louisville businesses, particularly the big
box retailers and they would only use the program that did not require additional
hardware.

Brown will set up a subcommittee meeting with New Market Solutions prior to the
Committee's February meeting to get additional information and pricing that can be
discussed in February.

UPDATE - WEB SITE AND MARKETING MATERIALS

Hogan reported that she and Muth had met with two companies regarding search engine
optimization. She noted that some of the items being discussed can be done in-house by
staff, but others will need to be contracted out. She added that a budget for the project is
likely to be $25,000 or more. Hogan, Muth, and Brown will meet to discuss next steps
and make a recommendation of how to proceed.

UPDATED LOUISVILLE PROFILE PIECE

Hogan distributed the updated profile piece and asked members to review it and get any
comments or changes back to Muth. Hogan noted that the piece can now be updated by
staff and adjusted to fit the requirements of projects as needed.

PLANNING FOR JANUARY 18 JOINT STUDY SESSION, BRAD, CITY COUNCIL,
AND PLANNING COMMISSION

Hogan explained that she has invited four speakers from the development community to
come to speak to the group to discuss retail recruitment and development. Hogan noted
that this will be a chance for the City Council and Planning Commission to get an idea of
how developers look at a community for a potential project.
