Larry wants to know what control we have since they are along ditch. Lot C Tom
and Linda don't think this is giood connectivity. Ember said with another
easement it could tie into a siidewalk. Bret notes that currently there is a social
trail there. Tom thinks along the ditch is better because of aesthetics, but Bret
argues that it follows a current social trail. Tom would like everything moved
further south and the rest to be added to lots D and F. Ember notes there is a
trail along the property that runs along the ditch.
Lot A the board agrees it its unsuitable for public land dedication. Outlot C
western part extension of Cottonwood Park would be best suited as a park, but
not open space. It would be preferred to use the same amount to be given along
the ditch. Ember noted Outlot A is suggested as a parking lot and would be the
only parking for Cottonwood and Lake parks.
Spencer moves the following be resolved and forwarded to the planning
department:
1. OSAB recommends that the entire 15% public land dedication be open
space adjacent and contiguous to Goodhue ditch.
2. It is recommended that if the ditch water is diverted that the planning
department should find a solution to maintain sufficient water for
maintainence and health of the riparian environment.
3. The Planning Department tree survey should include what the water
requirements are for these trees.
4. Regardless of how the land is designated in the future, it is strongly
encouraged that the ditch corridor is maintained to remain as close to
current riparian environment as possible.
5. In case of unsatisi~actory open space dedication along the ditch we would
consider cash in lieu 'to purchase other open space.
Draft dedicated land dea~ignation
Tom read the definiition of greenway in Louisville's Comprehensive Plan.
Ember noted that the OS Master Plan is up for ratification this year. Tom feels
that we should edit the `oi:her category' instead of create a new designation.
Bret asked if we can cover thus issue in the scheduled edits of the master plan.
The board agrees that thE;se edits can clarify. Tom recommends that the board
look at edits for the MastE:r Plan's first eighteen pages and how to approach it.
Ember said that Hecla Lake will be added and Damyanovich will be edited.
Zoning for existing properties that have conflicts tie into these `other' edits.
Public Programs
Tom encourages informative programs that occur once a quarter, for
instance a tour with experts. Ember is creating a Open Space Explorer program
for kids and aims for an event every two months. This would be an excellent way
to recruit for volunteers also.
National Trail Day is in the first week of June.
Boulder County ha,s a naturalist program within our city, but better
communication is needec'I to Louisville staff and community.
