Senior members and staff on the respective authorizing and appropriations committees are critical to the <br />MCC's long term success. Bill and Levon will reach-out to their respective contacts and networks on <br />Capitol Hill beyond the Colorado delegation. <br />US 36 Mayors and Commissioners Six: Month Work Program <br />June 5, 2008 <br />OBJECTIVES <br />Position US 36 for significant funding in the next Highway Reauthorization <br />Continue cultivating relationships with key players on behalf of US 36 MCC <br />Inform MCC Members of Relevant and Important "DC" Information as it develops or unfolds. <br />Propose six month (June -November) work plan in support of US36 <br />June: <br />Congressional Summary <br />• Traditionally, Congress spends much of the month of June working on Appropriations bills. Because the <br />month has no Congressional recesses, it is a month in which Congress attempts to get a significant amount <br />of their work done prior to leaving for the July 4`h holiday. <br />When Congress returns the week of June 2, it will begin a stretch of four legislative weeks before its week- <br />long Independence Day recess. When the Senate reconvenes on June 2, it will hold a procedural vote in an <br />attempt to bring up S. 3036, a modified version of S. 2191, Arnerica's Climate Security Act, the cap-and- <br />trade climate change legislation sponsored by Senators Joe Lieberman (D-CT) and John Warner (R-VA). <br />The House has aSenate-modified version of the Fiscal Year 2008 supplemental appropriations bill on its <br />agenda, as well as a final vote on the FY09 budget resolution. We would expect that much of Congresses <br />efforts during June will surround completing work on the Supplemental Iraq and Afghanistan <br />Appropriations bill as well as beginning work on what will be a very tortured FY 2009 appropriations <br />process. <br />June Work Plan: <br />Attend Congressional hearings that are relevant to reauthorization. <br />o June 5, 2008, 10:00AM, Subcommittee on Highways and Transit <br />Maintaining our Nation's Highway and Transit <br />o June 10, 2008, 10: 00 AM, Subcommittee on Highways and Transit <br />Financing Infrastructure Investments <br />Monitor legislation that House and Senate infrastructure committees develop <br />and provide to the MCC guidance and analysis on the impacts to US36 and if <br />the MCC should engage in support or opposition. For example;: HR 6052 <br />Saving Energy Through Public Transportation Act of 2008. Provides 100% <br />federal share for projects that involve acquiring clean fuel or alternative fuel <br />vehicle-related equipment or facilities as well asend-of-the-line parking <br />facilities. <br />Continue meet and dialogue with key committee (majority and minority) staff <br />about US36 and invite them to CO to visit the project. <br />Work with Chairman Oberstar's staff on the August visit to CO during the <br />convention. <br />10 <br />C <br />
