many residents are concerned and expressed a
desire to stop construction until the issue of
overcrowding in the schools is resolved. Ms.
Wilson-Hubis stated, "I don't think our children's
education can be compromised. They are the future
of the community and they deserve the excellence
in education which they aren't getting in the over
crowded class rooms." "I think we should let
Louisville grow, but. we need to do it carefully
without jeopardizing our most precious resource,
and that is our children."
Mayor Fauson responded by stating that Council is
very sensitive to this issue, however, schools
officials are notorious for building schools when
the demand is there, not in anticipation of
growth. "I think school boards have to change
their methods..." "I think it is a process that
we are all going to have to work together on and
we are willing to do that."
In answer to Council concerns regarding this
proposal, Williamson stated that this is like a
bridge loan. The City has to reimburse the Coal
Creek people for architectural fees that they
advance. The $12,500 is fully reimbursable to
them from the bond proceeds. But the $12,500 will
not provide for the final design and the bonds
will not be sold until later this month. To keep
on schedule, it is necessary to advance these
funds. It is unlikely that the $10,000 figure
proposed will come close to being used. No money
will change hands until the bonds are sold, but if
it did come to that, those funds would have to
come out of Council Contingency.
Szymanski related concerns with the City having
the full burden of the additional funds. It is
his suggestion that Coal Creek become party to
half the amount requested. Wanush stated that the
City assumed the responsibility when the question
wasn't asked to Coal Creek if they would assume
part of this loan liability. Szymanski concurred
that if Coal Creek wasn't asked, then it is the
City's liability, bui:, in his opinion, they should
have been asked. "Coal Creek stands to loose as
much as the City doers in this."
Carnival asked if there was room
and stated that it is his opinion
should be asked to assume part of
for the extra funding. "I agree
track. I think we a]Ll recognize
continuing Mr. Phelp"s work, but
Bob (Szymanski). I think we are
for negotiation
that Coal Creek
the liability
we are on a fast-
the importance of
I also agree with
all a player in
10
