By Roll Call Vote, the motion passed 4-3 with <br />Szymanski, Sackett and Mayor Fauson voting no. <br />LOUISVILLE-LAFAYETTE DOWNTOWN REVITALIZATION'S COMMUNITY DEVELOPMENT <br />BLOCK GRANT APPLICATION - <br />SET PUBLIC HEARING The LLDR is requesting a public hearing to review <br />their application to the State for 1988 CDBG <br />funds. The public hearing is required to <br />described the proposed use of funds and to review <br />past performance as a CDBG recipient. The <br />proposed public hearing date is June 20, 1988 at <br />which time the entire application will be <br />presented to Council. <br />Mayor Fauson moved and Mohr seconded to set a <br />public hearing fog- the LLDR Application to the <br />State for 1988 CDBG funds for June 20, 1988. <br />Motion passed 7-0. <br />ORDINANCE #956 - AMENDMENT TO MUNICIPAL CODE - CHAPTER 13 - WATER AND <br />SEWER - 1ST READING - <br />SET PUBLIC HEARING Williamson read by title only Ordinance #956, "An <br />Ordinance amending Title 13 of the Louisville <br />Municipal Code concerning administration, billing <br />and collection of charges applicable to water and <br />sanitary sewerage services and amending the charge <br />for bulk water sales." Permission is being sought <br />to place the Ordin,~.nce out for publication and a <br />public hearing set for July 5, 1988. <br />Szymanski asked Plhare about the City's policy <br />regarding bulk water users. Phare explained the <br />two different types of users, those who take a <br />permit and are metered, and those who report on <br />the "honor system" by usage. Szymanski voiced <br />concern regarding how honorable the system is and <br />asked if there is a better way of reporting. <br />Phare stated that this has been looked into and <br />felt that there are problems with having a metered <br />tap as it would freeze in the winter. Taking <br />water from hydrants is less accurate, but also <br />less costly. <br />Council felt that in the near future it would be <br />advisable to look at the City's policy regarding <br />bulk and raw water sales. <br />Mayor Fauson moved and Anderson seconded to place <br />Ordinance #956, Series 1988 out for publication <br />and a public hearing set for July 5, 1988.
