The <br />Bocci Club would like to recognize Joe's <br />contribution and commitment to the City of <br />Louisville. <br />Stahl recommended that staff develop policies and <br />procedures for naming City parks. <br />Mayor Fauson moved and Ferrera seconded to have <br />staff present some' criteria and have Council <br />consider the matter at a Work Session. Motion <br />passed 6-0. <br />DISCUSSION - ADDITIONAL 1989 CAPITAL IMPROVEMENT <br />PROJECT Stahl stated that he would like to discuss with <br />Council additional Capital Improvements that are <br />not included in the 1989 Capital Improvement <br />Program primarily because they can't be funded out <br />of the program. Stahl felt it was important to <br />acknowledge that then service expansion fee, major <br />thoroughfare fund and other fees that comprise the <br />revenue aspect of the capital improvement fund are <br />not significant enough to fund recreation centers, <br />libraries, major downtown improvements, etc. <br />Stahl stated that he felt that alternative methods <br />of financing should be looked at including <br />increases in sales tax, utilization of grants, <br />general fund money, capital improvement fund <br />money, community development block grants in the <br />downtown, urban drainage money, etc. <br />Projects that have been discussed and submitted <br />during the past five years may need to be <br />addressed again at this time. Those projects <br />include a recreation. center, downtown streetscape <br />and infrastructure improvements, and expansion of <br />the library facilities. Stahl suggests that a <br />comprehensive look should be taken of these <br />projects and do a future needs assessment and <br />develop a proposed budget and a phasing plan for <br />each project acknowledging they can't all be built <br />in one year. <br />Stahl proposed that staff take 120 days to take a <br />comprehensive look a.t the projects and come back <br />to Council with recommendations with regard to the <br />needs in each one of these specific areas, methods <br />of financing and phasing of the construction of <br />the various projects. In order to accomplish <br />this, Stahl stated ghat it would be necessary to <br />engage the help of some outside consultants <br />including engineering assistance on the downtown <br />stormdrainage, input from Jim Hillhouse, the <br />architect for City H<~11, on library facilities and <br />6 <br />
