Mayor Fauson stated that it is the consensus of <br />Council that Hundley be authorized to proceed with <br />the proposal to the. Boulder Open Space Board and <br />authorized to submit to Boulder County a special <br />use permit request on Site 1 and possibly Site 2. <br />OTHER: Phare informed Council of a request by Public <br />Service regarding conversion of the remaining <br />mercury vapor street lights to high pressure <br />sodium, the latter being the lights installed in <br />new subdivisions. This conversion will be at no <br />cost to the City. 'This new light gives out more <br />light and provide for a 5~ cost savings. <br />Sackett stated that. people in areas where lights <br />have not yet been stalled have been told by Public <br />Service that installation is running behind <br />schedule. Phare stated that he would inform <br />Public Service to perform installations where <br />there currently area no street lights before con- <br />verting any of the existing lights. <br />PUBLIC COMMENTS Greg Beary, 1833 Palk Ave., asked for a <br />clarification of the City's policy with regard to <br />issuing citations specifically for residential <br />sidewalk snow removal. Mr. Beary stated that it <br />is his understanding that officers issued summons <br />to those people in violation who were home and <br />contact was made yE~t issued a warning to those <br />residents who were not home. Mr. Beary also <br />expressed concern regarding the use of police <br />officers to issue citations instead of code <br />enforcement officers. <br />Leesman responded Y~y explaining that the police <br />officers were not put on special duty to issue <br />summons for code violations. If an officer sees a <br />violation, it is standard procedure for that <br />officer to take action. Colorado law only allows <br />for a summons to be' issued in person or by certi- <br />fied mail, however„ the City's ordinance does not <br />allow for the provision of issuing summons by <br />certified mail. A warning is issued when contact <br />is not made and them subsequently a follow-up <br />could result in a summons; however, this is a <br />longer more difficult procedure. Hundley <br />suggested that the use of certified mail to <br />accomplish the same purpose should be looked into <br />and the Public Safety Department has initiated <br />that task. Hundley also reassured Mr. Beary that <br />there was no direction handed down from the City <br />management staff directing enforcement to be <br />stepped up in any particular area.
