Resolution #11 would authorize the City
participating in an Intergovernmental Agreement
creating the W-470 Authority. City staff believe
that entering into this Intergovernmental
Agreement is a fir:~t step in establishing a W-470
Authority and making this commitment imposes no
financial obligation for the City without further
Council action.
Rich Ferdinandsen, representative of the W-470 Task
Force and spokesman for the W-470 Authority,
answered questions..
Three concerns were; 1) the section in the agree-
ment calling for ti-ie ability of the authority to
terminate one of its members by majority vote of
the rest; 2) the suction regarding 24 hr.
notice for a meeting; and 3) appointing a member
from each municipality by the mayor and can an
alternate member also be appointed.
Mr. Ferdinandsen stated that with regard to the
first concern, that. would only happen in the event
that one party was undermining the very notion of
the cooperative agreement and seriously effecting
the W-470 project. The second concern would allow
the Authority to meet on an emergency basis, not
as a matter of course. That would most likely be
a rare event and would be used on emergency issues
only. Rautenstraus stated that with regard to
appointing an alternate member, each municipality
can set forth how its representative would be
determined. It would be appropriate to have an
alternate as long ass the Authority has on record
who the member and alternate member is.
Mr. Ferdinandsen stsated that Boulder County had
been invited to paz•ticipate in this Authority, but
as of today, they Piave not responded.
Mohr thanked Mr. Ferdinandsen for his efforts in
the W-470 project.
Mohr recommended Council approve Resolution #11,
Series 1987. SackE~tt seconded. Unanimous.
ORDINANCE #928 - POSITION CLASSIFICATIONS AMENDMENTS -
FIRST READING Rautenstraus read key title only Ordinance #928,
"An Ordinance amenciing Title 2, Chapter 2.68 of
the Louisville Municipal Code concerning grade
classifications anti salary structures."
Permission is being sought to place the Ordinance
out for publicatior.~ and a public hearing set for
May 19, 1987.
8
