n those main arterials is not only what we want as
a City to give good visual aspects of our City, but
also it enhances the development. In that sense,
the development profits by it, making a more sale-
able product for the development. Once it is in,
sodded and sprinkled, that's a forever thing for the
City to maintain...continuous mowing, watering, etc.
I feel that the developer should do these on the
main arterials. I realize that we are going to be
discussing these feE~s at our next Work Session, but
I think that the fees that we do derive, don't
necessarily have to go back into that exact develop-
ment....we use those fees elsewhere throughout the
City that helps that. development such as entry fea-
tures, etc. so that when you come into our City we
have these nice amenities. People then want to live
here and will buy a house in that development.
Therefore, those fees should not necessarily go back
directly into that immediate area. Szymanski would only agree to these four
subdivisions under the provisions recommended by
Planning Commission.
Sackett stated that he would like to see any
cobblestone eliminated and replace it with sod.
Sackett also had concerns with homeowner's
associations and their ability to maintain open
area in the development.
Both Wanush and Hoyt stated that if properly formed,
homeowner associations can and do work.
Wanush stated that it becomes an issue of whether
the City accepts as dedicated land anything that
developers do not want to use. Staff is saying that
if there are areas that that are not acceptable,
then it is up to the developer to form a homeowners
association that meets certain criteria to maintain
those area.
Mohr stated that since the Council is going to be
considering this same issue on another development
in a Work Session later this week, would it be
4
