Wanush explained that Centennial #4, #6, #7 and #8 <br />are part of McStain's Master Plan. Centennial #4 is <br />located north of Via Appia and south of Tyler. <br />McStain is proposing to subdivide 18.97 acres into <br />72 single family housing units. The smallest lot <br />would be 6030 s.f.; the median lot size is 7438. <br />Centennial #6 is property south of Washington Street <br />and north of Via Ap~>ia. McStain proposes to <br />subdivide 31.88 acres into 70 single family housing <br />units. The smallest: lot would be 8,000 s.f. while <br />the median lot size is 10,500 s.f. Covenants will <br />be adopted for the maintenance of open space. <br />Centennial #7 is north of Washington Street and <br />south of Harper Lake. It is west of The Grove. <br />McStain is proposing to subdivide 13.35 acres into <br />37 single family housing units. The smallest lot is <br />7,500 s.f. while the: median lot size is 9,100 s.f. <br />Centennial #8 is south of Washington Street and east <br />of McCaslin Blvd. McStain is proposing to subdivide <br />24.01 acres into 120 single family units. The <br />smallest lot is 5,000 s.f. while the median lot size <br />is 5,770 s.f. <br />Planning Commission reviewed all four subdivisions <br />and PUD's at a public hearing on November 10, 1987, <br />and recommend approval with the condition that the <br />plan include the addition of a more intense land- <br />scaping along Via Appia and McCaslin Blvd. and the <br />park in Centennial #8. <br />Wanush proposed options Council might consider in <br />dealing with this issue: 1) approve the subdivision <br />plans and PUD with Panning Commission's recommenda- <br />tion that the landscaping be included as part of <br />McStain's commitment; 2) approve the subdivision <br />plans and PUD with the City committing to the pro- <br />posed landscaping (as arterials are used and benefit <br />the entire City, thereby being a City responsibility <br />with the possibility of McStain installing the im- <br />provements by means of a credit to their Service <br />Expansion Fees), or 3) postpone the issue until <br />discussions have taken place regarding the issue of <br />the City's fees and use of fees. <br />Tom Hoyt, President of McStain Ent., gave a detailed <br />presentation with slides showing each of the four <br />subdivisions and how they will be completed. <br />Mayor Fauson stated that in his opinion the <br />developer "should foot the bill" on the main <br />arterials. Mayor Fauson said that the reason he <br />feels that way is that "the landscaping that is done <br />3 <br />
