Condition #4 was discussed by Council and Tom <br />Hoyt, President, McStain Ent. Council determined <br />that most of the construction traffic would <br />utilize Via Appia, an arterial. When these two <br />subdivisions were brought to the Planning <br />Commission last year, McStain had not yet <br />committed to the improvement of Via Appia. <br />Therefore, roughing in Tyler Ave. to McCaslin <br />Blvd. would not be necessary since Via Appia will <br />be in place prior to this development. Council <br />did ask Mr. Hoyt to express the concerns of Council <br />and Planning Commission with construction traffic <br />using Washington Ave. and asked that this be <br />discouraged in whatever ways necessary. <br />MOTION ON RES. #13 Mayor Fauson moved that Resolution #13, Series <br />1986 - Subdivision and PUD Agreement for Saddle- <br />back I, be adopted with conditions set forth by <br />the Planning Commission excluding Condition #4. <br />Sackett seconded. Unanimous. <br />Concern was voiced by several Councilman over fire <br />access in cul-de-sacs containing landscaped <br />islands in Saddleback II. Hoyt assured Council <br />that the radius of the cul-de-sac was increased <br />adequately for fires access and that the Fire <br />Protection Agency was in agreement with the <br />footage provided. <br />MOTION ON RES. #18 Mayor Fauson moved that Resolution #18, Series <br />1986, Subdivision and PUD Agreement for Saddleback <br />II be approved with the conditions set forth by <br />the Planning Commission excluding Condition #4. <br />Scarpella seconded. Unanimous. <br />RESOLUTION #15 - <br />PERSONNEL POLICY The City's Personnel Code is in the process of <br />being updated. Staff recommends adoption of this <br />Resolution amending Chapters 4 and 5 at this time. <br />Other chapters will be amended at a later date. <br />Chapters 4 and 5 concern "Hours of Work, Overtime, <br />Callback, Standby and Related Provisions," and <br />Employee Fringe BE,nefits." <br />Asti-Caranci and Paula Caranci, Personnel <br />Specialist, outlined the major changes and <br />answered Council's questions and concerns. <br />Mayor Fauson moved that Resolution #15, Series <br />1986, be adopted. Sackett seconded. Unanimous. <br />RESOLUTION #17 - TRAFFIC <br />SIGNALIZATION Phare explained to Council that included in the <br />City's plan for South Boulder Road in 1986 is the <br />installation of traffic signals at McCaslin Blvd. <br />4 <br />
