most likely due to the sales tax increase for <br />financing the projE~ct. Carnival felt that the <br />people were not voting against a rec center, just <br />the funding through increased sales tax. He <br />supports the Task Force in hopes of finding <br />methods of funding recreation activities. <br />Carnival felt the idea of having the entire City <br />staff review the findings was an excellent idea in <br />that streets, watez• and other related services and <br />issues would be incorporated into the finding <br />prior to final review by Council. <br />Anderson moved that. staff be authorized to <br />advertise for people interested in serving on a <br />Parks and Recreation Task Force. Carnival <br />seconded. <br />Mayor Fauson asked that applicants state which <br />Ward they live in so that Councilmembers could <br />review letters from. their respective Wards. Mayor <br />Fauson also felt the 9 member board with 2 members <br />serving from each Ward and 3 members at large <br />would be most appropriate. The Mayor appointments <br />would hopefully be from those individuals capable <br />of offering financial expertise or from other <br />related fields. <br />The motion was passed unanimously. <br />ORDINANCE #890 - 2ND READING - APPROVING COST AND APPORTIONMENT OF <br />SPECIAL IMPROVEMENT DISTRICT - VIA APPIA PROJECT - <br />MCSTAIN ENTERPRISES Rautenstraus read bey title only Ordinance #890, <br />"An Ordinance approving the cost of the <br />improvements to be made in Special Improvement <br />District No. 1986-1, in the city of Louisville, <br />Colorado; approving and confirming the <br />apportionment of said cost to each lot or tract of <br />land in the districi~; assessing a share of said <br />cost against each lot or tract of land in the <br />District; and prescx-ibing the manner for the <br />collection and paymE~nt of said assessments." <br />Hundley explained that at the April 22nd Special <br />City Council Meeting, Louisville City Council <br />conducted a Public Hearing and approved on First <br />Reading Ordinance #890 and set the Second Reading <br />for the May 6th meeting. Ordinance #890 would <br />approve and confirm the apportionment of the costs <br />to each lot or tract: of land in the district for <br />the Via Appia project. This action is the final <br />one needed to be taken by the City in order to <br />commence the Via Appia Improvement Project. <br />5 <br />
