Municipalities, 1977 Edition, governing the <br />impounding and disposal of abandoned vehicles, <br />modifying and adding sections to 10.28.020 <br />regarding towing of vehicles on private property <br />and concerning the display of vehicles for sale, <br />and declaring an emergency." <br />Rautenstraus explained that this proposed <br />ordinance concerns the procedure for impounding <br />abandoned vehicles. Recently adopted state <br />statutes require notice to the vehicle owner and a <br />hearing on whether a vehicles was properly <br />impounded and the City has amended its ordinances <br />in that regard. In addition, there has been added <br />a section which greatly limits the display of <br />vehicles far sale on private property. Because <br />the statutory changes became effective July 1, <br />1986, this has been made an emergency ordinance. <br />Council asked that Rautenstraus amend the language <br />in the ordinance to include vehicles for lease as <br />well as for sale. Rautenstraus will have the <br />amendments for the second reading. <br />Mayor Fausan moved that Ordinance #912 be put out <br />for publication and a public hearing be set for <br />August 19th, 1986. Unanimous. <br />RESOLUTION #38 - WINDSONG <br />SUBDIVISION Rautenstraus read in its entirety Resolution #38, <br />"A Resolution approving a Final Subdivision Plat <br />and PUD for the Windsong Subdivision." <br />Wanush explained that Windsong Partnership has <br />under contract a 1.71 acre parcel of land <br />currently zoned RL. The property is located along <br />Jefferson Street with West Street as it's south <br />boundary and the Enrietto property as the north <br />boundary. ,Applicant's request is to subdivide the <br />parcel into nine lots. Planning Commission recom- <br />mended approval with the condition that all off- <br />site storm drainage improvements must be completed <br />prior to any activity on the subdivision that r <br />would affect adjacent property and/or the filling <br />of lots #5-9. <br />Mayor Fausan moved that Resolution #38 be approved <br />with the condition recommended by Planning <br />Commission. Szymanski seconded.
