LEAGUE OF WOMEN VOTERS - REQIIEST FOR FUNDS <br />Elizabeth Nick, League Representative, explained to Council that the broc- <br />hure the League publishes can be used over the next two years and ask that <br />the cities of Boulder County help fund the brochure. Szymanski stated that <br />this brochure is beneficial to the citizens of this City and supports the <br />funds request of $250. Mohr agreed but was concerned that this year's <br />budget has had many demands. Mohr would support the request if the funds <br />could be allocated from the 1987 Budget. Hundley explained that the amount <br />requested would need to come from the Discretionary Funds. Nick explained <br />that the brochure is being printed immediately following the November <br />election and the money would have to be paid up front. <br />Szymanski moved that the City allocate $250 out of Discretionary Funds to <br />support the publishing of the League's brochure. Carnival seconded. <br />Motion carried 5-2 with Mohr and Sackett voting no. <br />INITIATIVE ORDINANCE #917 - SMOKING IN PUBLIC PLACES - PUBLIC HEARING <br />Rautenstraus read by title only Ordinance #917, "An Ordinance adopting a <br />new article to the Louisville Municipal Code to control and limit the <br />smoking of tobacco in indoor public places." <br />Mayor Fauson opened the public hearing. Publication and notice of <br />public hearing were established. <br />Tom Morris, initiator of the ordinance, recapped some of the major points <br />that he presented to Council on first reading. Those remarks included <br />medical evidence of the hazards of smoking including "passive smoking" <br />hazards to non-smokers. Morris feels that the ordinance is "reasonable" <br />and "fair" inasmuch as restaurant owners would be able to use existing <br />physical barriers and post signs. Morris: "It is easy to implement, it is <br />enforceable and it would be popular. I think we should vote for it." <br />Morris further stated that for the record that during the first reading, <br />the Chamber Director, Mr. Wilken, indicated that the wording in this ordi- <br />nance seemed to be more restrictive than similar ordinance adopted by other <br />communities. Morris stated that this ordinance was modeled after the <br />Boulder and Ft. Collins ordinances and in fact, is nearly identical, except <br />where the minimum seating capacity of 25 is outlined in this proposed <br />ordinance. It is also different in that there is no provision for smoking <br />in the work place. <br />Morris, in response to why the petitioners did not approach the restaurant <br />owners for their opinion, stated that he regrets that there has been dis- <br />cussion concerning this but "we shouldn't be diverting the attention on <br />this issue away from the fact that we are talking about people's health - <br />smoking is hazardous. As for businesses being upset, I apologize. I feel <br />bad that they feel bad, however, when you get right down to it, it hasn't <br />happened any different in any other city." Morris also asked that Council <br />give this ordinance a fair chance before considering any amendments. How- <br />ever, one suggested amendment might be to strengthen it by adding work <br />place designations. <br />2 <br />
