"I am pleased that we have an opportunity to offer the citizens of Louisville the opportunity to review the question of a use tax to additionally supplement the capital improvement fund and hope that the information provided will show them the benefits that are derived from it." Mayor Fauson stated that this was one of the best budget programs that he has gone through. He especially thanked Sharon Asti-Caranci for her efforts and information supplied to Council and thanked Hundley and staff. "I think Council as a group should be commended for the questions and the work that they put into this...and I am very happy to work with you on this budget." Carnival stated that "with the current situation that this Council is faced with, the lack of a tax base, I feel the budget deals with providing quality services and also has the ability to begin to deal with some of the other projects that this City needs to get taken care of under the capital improvement project. It was a learning experience for me and I appreciate the staff time and I think it is a budget that deals with the City's needs." Mayor Pro Tem Mohr stated that he too has learned a lot in this process and "am please with moving some of the accounts out of the General Fund and into the Capital Improvement Funds beginning to hone in on the whole issue of growth dependency which I think has been over emphasized sometimes in the past, but it can be a real problem. I appreciate staff's time and also enjoyed working with the rest of the Council on this." Mayor Pro Tem Mohr closed the public hearing and asked for a motion. Scarpella moved that Resolution #49 be adopted for the 1987 Budget. Szymanski seconded. By Roll Call Vote Resolution #49 was adopted unanimously. RESOLUTION #50 - ADOPTION OF 1987 BUDGET APPROPRIATIONS Rautenstraus read in its entirety Resolution #50, "A Resolution appropriating sums of money to the various funds and spending agencies, in the amount and for the purposes as set forth below, for the City of Louisville, Colorado, f or the 1987 Budget Year."
