City will have the money, plus there is a contract <br />for the project. Therefore, this project should <br />be completed by the deadline. <br />Mayor Fauson moved that Council approve the <br />Addendum to the City/County Agreement regarding <br />the South Boulder Road Project and HB 1405 monies <br />in the amount of $450,000. Szymanski seconded. <br />Unanimous. <br />DISCUSSION/DIRECTION - CITY WARD <br />BOUNDARIES Hundley explained that there were several maps <br />with proposed ward boundaries that staff had <br />developed since the last Work Session and asked <br />that a short recess be taken so that Council could <br />review each. Hundley asked that Council narrow <br />their choices to one or two maps for staff to <br />further refine. <br />After Council reviewed the maps, it was determined <br />that with two Councilmen absent, that it would be <br />best to wait until they had a chance to review the <br />proposals before narrowing the choices to less <br />than three. <br />Rautenstraus stated that it would be best to delay <br />drafting an ordinance until the absent Councilmen <br />could review the choices. Until the City begins <br />to see a disproportionate population growth in one <br />Ward, legally Council is not allowed to change <br />Ward boundaries "on a whim." <br />Carnival stated that trying to accomplish an even <br />distribution at this time wouldn't necessarily <br />create an even distribution of the population in <br />just a year or two years. Therefore, <br />consideration for growth must be used in <br />determining the proper ward boundaries. <br />Mayor Fauson stated that one consideration that <br />Council was trying to achieve was to have a <br />business area in each of the three wards - <br />downtown primarily in Ward II, the South Boulder <br />Road business area in Ward I, and Homart and CTC <br />in Ward III. <br />Sackett stated that he would like to see the City <br />unified as much as possible by having a good <br />distribution of newer residents and long-time <br />residents in each Ward also. <br />Council decided to eliminate one of the four <br />proposed maps based on proposed growth figures in <br />the proposed Ward I boundaries. Staff will work <br />on the remaining three proposals using population <br />5 <br />
