At the last Work Shop in November, participants <br />expressed a strong support for embarking on a <br />consensus building process of the City of <br />Louisville. The next step identified by <br />participants was to organize a planning group to <br />conceptulize a process and an approach to begin <br />this consensus building process. Hundley asked <br />that Council discuss this issue and provide staff <br />with direction before proceeding with this next <br />phase. Any financial implications relating to <br />this program would be incurred in 1987. <br />Hundley suggested January 14th as the next date <br />for organizing a planning group to begin this <br />consensus building process and to explore the <br />costs and methods to be employed in carrying it <br />out. <br />Mohr stated that this procedure has met with a <br />great deal of success in other communities and why <br />people find it a successful way to proceed in <br />light of various issues that are facing the City <br />of Louisville today. <br />Carnival agreed that it very important that the <br />forum be provided for the community to gather and <br />discuss concerns, pros, cons, etc. <br />Anderson reiterated and stated that it provides an <br />opportunity to bring together various groups, <br />people and interests in the community. Having a <br />leader outside the community with some recognition <br />in these areas provided a "safety" for the <br />participants and allowed the forum to grow and <br />flourish. <br />Mayor Fauson moved that Council authorize the <br />organization of a planning group to begin this <br />consensus building process and to explore the <br />costs and methods to be employed in carrying it <br />out. Mohr seconded. Unanimous. <br />OTHER: <br />WATER RIGHTS PURCHASE AND AUTHORIZATION TO BORROW FROM <br />SEWER FUND Hundley explained that a potential water rights <br />purchase was brought to the City that staff feels <br />very beneficial for the City to consider. This <br />opportunity coupled with the fact that there may <br />be somewhat of a shortage in the water fund by <br />the end of 1986 has prompted staff to bring this <br />to Council in order to get authorization to borrow <br />funds from the sewer fund to be paid back early in <br />1987. The amount would be between $60,000 - <br />$63,000. <br />8 <br />
