The Finance Committee recommends approval of the <br />contingency funds transfer. <br />Szymanski moved that the transfer be approved. <br />Scarpella seconded. Unanimous. <br />APPROVAL OF INTERGOVERNMENTAL AGREEMENT - HOUSING REHABILITATION <br />CDBG PROGRAM Wanush explained that the Boulder County Housing <br />Authority (BCHA) is considering an application to <br />the State Community Development Block Grant <br />program for funds to create a housing <br />rehabilitation loan program. The BCHA would <br />administer the program which would be available in <br />Boulder County, Nederland, Superior, Lafayette and <br />Louisville. This intergovernmental agreement <br />among all the parties is a requirement for all <br />multi-jurisdictional programs and obligates the <br />City to comply with all applicable laws and <br />regulations. A lead agency has not yet been <br />agreed upon. Staff recommends the agreement be <br />signed upon approval of program policies by <br />Council. No action is necessary tonight. This is <br />for Council's information and Wanush will keep <br />Council updated. <br />APPROVAL OF STORM DRAINAGE <br />AGREEMENT Phare explained that earlier this fall City <br />Council approved an agreement between the City and <br />Urban Storm Drainage District (USDD) for <br />engineering services on Drainageway "D" Detention <br />Pond and Appurtenances. Since that time the USDD <br />and the City of Louisville have selected a <br />consultant and considerable progress has been made <br />in determining the property size and location for <br />the detention facility. It is the Public Works <br />Department's desire to proceed with formalizing <br />the agreement betweenthe City and USDD for the <br />construction of the proposed facility. To this <br />end the USDD has prepared and submitted to the <br />City an amendment to the previous agreement <br />regarding Drainageway "D". The agreement <br />identifies the District's and City's respective <br />responsibilities in seeing that the construction <br />project is completed and costs are shared per the <br />District policies. <br />Mayor Fauson moved that the amendment to the <br />agreement regarding Drainageway "D" be approved. <br />Szymanski seconded. Unanimous. <br />DISCUSSION/AUTHORIZATION TO PROCEED ON LOUISVILLE <br />FUTURES CONFERENCE Hundley outlined that over the past eight months, <br />the City of Louisville has sponsored two <br />Louisville Futures Forums. The response of the <br />participants to these forums has been exceptional. <br />7 <br />
