Historic Preservation Commission <br />Meeting Minutes <br />February 8, 2016 <br />Page 2 of 13 <br />City, we could get the owner to block off that area and use it as a park or little muse. <br />The money /payment -in -lieu of about $50,000 could be used to purchase the lot where <br />the cabins are located. We could restore the cabins with some HPC funds. I hope as <br />individuals or a group or a City, we can make an influence on the owner. Another idea is <br />to ask the owner that when the development occurs on that lot, permit them to make the <br />density as if little parcel was still included in the entire lot, so they will not be jeopardized <br />by cutting part of it off. These are my ideas because I am still plugging for cabins. <br />Haley says we can add that to our agenda at future meetings. <br />Stewart thanks Jean Morgan for your continued advocacy for the cabins. They are worth <br />advocating. Perhaps I can meet with you at another time to talk strategy. <br />Haley thanks Jean Morgan for her perseverance. <br />Comments from Commission Members: <br />Stewart asks why this portion of the meeting is located here and not as the end as <br />previously. <br />Haley says Commissioner Fahey was interested in having the comments at the <br />beginning and the end, so we are trying this out. <br />Comments from the Economic Development Director: <br />Aaron DeJong speaks. I want to introduce myself. I am the Economic Development <br />Director for the City of Louisville, but with Troy Russ returning to the private sector, I am <br />filling in for the Planning and Building Safety Department as their director for an interim <br />time frame. I want to offer up my services if you have questions regarding the HPC. I will <br />be asking Lauren if there is a detailed question because I will rely on everyone's <br />expertise. As I see my role, it is to keep things moving before we find a replacement for <br />Troy Russ. We are looking at the April -May timeframe as when we expect the new <br />person to be on board. I will take care of the administrative duties as Director during this <br />period. I also want to mention that Sean McCartney, Principal Planner, is leaving and <br />going to the City of Westminster. He has an urban design position there. We will be less <br />staffed than anticipated over the next few months so please bear with us as we will try to <br />keep everything moving along. We will be taking on a lot of new things in the next few <br />months. We will keep Scott Robinson, Planner II, Lauren Trice, Planner I, and Monica <br />Garland, Senior Administrative Assistant, and the rest of the staff still working and doing <br />good work. Thank you to the HPC for serving on this commission. Louisville is a great <br />place because of these commissions. <br />Regular Business: <br />➢ Pre - filing Conference —1800 Plaza <br />Lauren Trice introduces Scott Simkus, Simkus Development, who has requested a pre - <br />filing conference to discuss the future of the Hecla Casino located at 1800 Plaza Drive. <br />It is the same information we have discussed; we just have more information. <br />Scott Simkus, Simkus Development, 941 West Maple Court, Louisville, CO <br />I am here to give you a brief update on progress made with the Balfour Company on <br />trying to preserve the Hecla Casino. I know this has been a issue that the City and HPC <br />are engaged in to try and preserve this structure. Balfour and Simkus Development <br />found a common thread and opportunity to preserve the building and find a location in <br />Downtown Louisville. We want to find the appropriate location to situate it for the benefit <br />of the school district. We have met with the Mayor and Planning Staff as well as the <br />
