Mayer moved that Council officially close the continued public <br />hearing on the cable TV franchise renewal, that Council request <br />Scripps Howard to submit a proposal to provide cable television <br />se~wices in Louisville, and authorize Councilmember Sisk, City <br />Attorney Susan Griffiths, and Chris Miller, Assistant to the City <br />Administrator, to form a franchise renewal negotiations team. <br />Seconded by Howard. All in favor. <br /> <br />DI~:CUSSION/DIRECTION REQUEST FOR PROPOSALS (RFP) FOR ENGINEERING <br />REVIEW OF THE CITY OF LOUISVILLE CABLE TELEVISION SYSTEM <br /> <br />Chris Miller, Assistant to the City Administrator, stated that this <br />would allow the City to identify the future technical needs the <br />City requires to have included in the future franchise agreement, <br />as well as to assess the current system for its performance. The <br />City of Loveland provided a list of the vendors they use, as they <br />are in the process of doing a technical review of their system. It <br />would take a maximum of about 60 days to complete. The <br />recommendations from the review would be included in the future <br />franchise agreement. Miller estimated the cost for the review for <br />Louisville to be approximately $7 - $10,000. At present Louisville <br />has. a much greater capacity than Loveland does. <br /> <br />Sus. an Griffiths, City attorney, stated that that expense would be <br />hi?h on the list of negotiating items of reimbursable expenses. <br /> <br />Davidson called for any other Council questions. <br /> <br />NOS'E <br /> <br />Keany moved that Council authorize staff to issue the request for <br />the proposal for engineering review of the City's cable television <br />system. Seconded by Mayer. Roll call was taken. Motion passed by <br />a 7 - 0 vote. <br /> <br />DISlCUSSION/DIRECTION: FEDERAL COMMUNICATION COMMISSION (FCC) CABLE <br />TEI~VISION CUSTOMER SERVICES STANDARDS <br /> <br />Sus. an Griffiths, City Attorney, stated that the 1992 Federal Cable <br />le?islation required the FCC to adopt customer service standards. <br />It permitted local franchising authorities, such as the City of <br />Louisville, to enforce those customer service standards, only after <br />at least 90 days notice to the franchisee. The City may also <br />continue to enforce its own customer service standards that exist <br />within its own franchise agreement that are more stringent than the <br />Fed.eral standards. <br /> <br />Howard felt that the FCC standards were adequate to cover the <br />City's needs and recommended that the City use those standards <br />rather than creating their own. <br /> <br />6 <br /> <br /> <br />
