Louisville City Council Meeting <br />April 15, 2003 <br />Page 10 of 14 <br /> <br />Sisk asked if it were Robson's opinion the Coal Creek trail avoids riparian and wetland <br />areas. Robson confirmed that was his opinion. <br /> <br />Davidson asked Lair for the cost of the recommendation of the Open Space Advisory <br />Board. Lair estimated $35,500, plus the City's original $25,000 share of the project. <br /> <br />Davidson asked if the City could use $35,500 somewhere else to improve a riparian area. <br />Jones stated this is the only riparian area in Louisville, however another forested area <br />could be developed. He noted the Coal Creek trail is the only trail located near a riparian <br />area and stated many people walk their dog unleashed on trails. <br /> <br />Brown inquired about the ownership of the ditch. Phare stated the ditch is a drainage <br />ditch for Centennial Valley and is not used for irrigation water. <br /> <br />Brown asked if the County has been approached about contributing to the realignment of <br />the trail. Lair stated she spoke with Robson and was advised the County has their funds <br />dedicated to other projects. <br /> <br />Davidson stated the City has no money budgeted for a realignment. He outlined the <br />options: 1) Delay the project until next year and budget money for the realignment, or 2) <br />People will use the trail that is 95% complete. <br /> <br />There was considerable Council discussion: Brown stated the Open Space Advisory <br />Board has fulfilled their obligation in making recommendation to the Council and voiced <br />his inclination to follow their recommendation. Sisk stressed it is not a violation of the <br />ordinance and stated it is important to complete the trail. He favored going forward with <br />the project. Levihn voiced his respect for all those who gave testimony and his belief <br />more damage is done to the area by the golfers. He noted the trail is almost completed <br />and he did not believe in paying for something twice. He favored completing the project. <br />Van Pelt concurred with the comments of Council member Sisk and Levihn and voiced <br />her support of the completion of the trail. <br /> <br />MOTION: Sisk moved that Council proceed with the completion of the Coal Creek <br />Trail at its current location, seconded by Levihn. Roll call vote was taken. The motion <br />carried by a vote of 5-2. Davidson and Brown voted no. <br /> <br />APPROVAL OF CONTRACTS TO PURCHASE WATER RIGHT <br />RESOLUTION NO. 11, SERIES 2003 - A RESOLUTION APPROVING AN <br />AGREEMENT FOR PURCHASE OF COLORADO BIG THOMPSON UNITS <br />BETWEEN THE CITY OF LOUISVILLE AND SUPERIOR METROPOLITAN <br />DISTRICT NO. 1 <br /> <br />Davidson called for Staff presentation. <br /> <br />Public Works Director Tom Phare reviewed the purchase agreement for 144 CBT Units <br /> <br />10 <br /> <br /> <br />
