creating two specific mounds (indicated on a map <br />by Ault).These would be reseeded with crested <br />wheat upon completion of the project. <br />Fugitive dust, time frame of project, equipment <br />used, the possible creation of traffic problems and <br />noise were all concerns of council and discussed. <br />A lease agreement on this same property between <br />the City and Homart also needs to be examined. <br />Twelve 30 cubic yard scrapers making 300 trips <br />per day for approximately 3-4 months will be the <br />scope of the project according to Ault. <br />Alternative #9 was recommended as the most <br />desirable and feasible. Hundley suggested that <br />council direct staff to have RMC go out for <br />bids on this project and specify whatever <br />provisions they deem appropriate. He also <br />suggested that council consider issuing Bond <br />Anticipation Notes (BAN's) for the project <br />which would then taken out by the Water <br />Conservation Board funding. The City would <br />then be able to invest the proceeds from the <br />BAN's at a higher interest rate than what the <br />City is paying for it in the interim period, <br />up to 13 months, and could then earn some <br />interest on that transaction. It also allows <br />the City the benefit of not paying for <br />everything out of the City's pocket and then <br />being reimbursed by the Water Conservation Board <br />at a much later date. The City could conceivably <br />make some money on this type of transaction. <br />Easements have allowed for the dirt to be moved <br />on a 50 ft, wide haul road and it was suggested <br />that conditions of the contract should read that <br />the road be reseeded at the completion of the <br />project. <br />Council concurred that start-up and stop time, <br />the safety of the children at the new Coal Creek <br />elementary school, fugitive dust, and noise levels <br />are all factors that must be addressed <br />specifically in the contract. <br />Council directed ]Hundley to proceed in obtaining <br />all the financial aspects including the issuance <br />of the anticipated $1.2 million bond. <br />Hundley asked that council direct staff to obtain <br />Request for Proposals from several different <br />bonding institutions and have them explain some <br />different financing alternatives that might appeal <br />6 <br />
