to council. These proposals could be ready for
the February Sth council meeting and have council
make their selection based on presentations.
Morris: "None of these proposals are acceptable
to me. I would have preferred to have known the
environmental impacts when we discussed this
months and months ago. I was my impression that
when McStain and Varra took out dirt from the area
now, that that was going to be a major portion
of the dirt that was going to be taken out. It
is really distressing to me to see this come up
now with such a major environmental impact, not
only on a 300 x 300 x 15 foot visual impacts,
but also the noice factor involved and the traffic
factor involved." "Personally I am getting a
little tired of seeing things come back months
and months later with significant differents or
information we did not receive and once again,
Rocky Mountain Consultants, I would like to see
more information presented at the initiation
of projects, not later on down the road. This is
happening repeatedly and personally I am not
pleased about it."
Meier moved that the Harper Lake Reservoir
Project be let out for bids utilizing Alternative
#9 developed by Rocky Mountain Consultants (RMC)
and that staff work with RMC to draft
environmental controls relating to the project
addressing council's concerns. Cussen seconded
and the motion was carried 6-1, Morris voting no.
Council also directed staff to draft an informa-
tion letter to be distributed to residents
describing the project.
FAUSON RESPONSE TO Luce, "At the last council meeting in December of
ALLEGATIONS 1984, Councilman Fauson made public accusations
about or inferred secret meetings that have been
held by council and said that he would back those
up publicly. I would like to make a couple of
points.
First of all, I believe that public officials have
or ought to take responsibility for their actions.
And I believe this includes public statements
that we as public officials make. According to
the code, that Councilman Fauson has sworn to
uphold, he has a right and I should say a duty
under that code too enforce the ordinances of the
City of Louisville.
If in fact a violation occurred, Mr. Fauson, under
the ordinances, is required by law to see that that
violation has been dutifully recorded and turned
7
