W-470 STUDY A slide presentation was made by Tom McCarty from
Jefferson County describing the scope of the W-470
project. Morris expressed her concerns with the
presentation in that it indicates support from all
Boulder County Commissioners and that is an
inaccurate assumption. Morris also asked for a
cost breakdown for each Boulder County entity
choosing to participate in the study. Phase I of
the study would cost the City of Louisville
$1,229.
Council related :problems with the current study
design in that it is currently a planning effort
for a highway, not a study for a highway. The
slide presentation is perceived by Council as
promotion for a ]zighway, not a promotion for a
study. Assumptions are suggested in the
presentation than are in fact to be part of the
fact-finding study.
A list of possible additions/modifications to the
W-470 Corridor S1~udy was summarized in a letter
from Josie Heath, County Commissioner. Council
was asked to priortize the items and the outcome
was the following::
1. Analyze benefits and impacts to each County
and each community and include environmental,
social and economic factors including the effect
on land already projected and zoned for
development in the communities.
2. Identify alternative highway systems to
determine whether these improvements solve traffic
problems associat=ed with projected land uses in
2000 and 2010.
3. Conduct addit=ional investigation of the role
of transit in determining the need for a beltway.
4. Identify beltway alignment(s) in Phase I.
Test at least two alignments - one inside Boulder
County and one out=side Boulder County and consider
environmental fact=ors.
5. Investigate whether projected Year 2000 land
uses result in significant traffic problems
without a beltway„
6. Investigate how each land use/transportation
scenario will imp~rct air quality.
7. Investigate t:he economic and other impacts of
beltway on other communities in the metropolitan
area.
2
