8. Investigate the effect of a beltway on the <br />costs of land and water rights within the <br />corridor/alignment. <br />Leary recommended the above items be modified as <br />such: <br />1. Costs of land and water rights should be <br />incorporated into the social and economic factors <br />as these are also environmental, social and <br />economic factors and should not be identified <br />independently. <br />2. Combine the significance of traffic problems <br />with identifying whether alternate highway systems <br />could improve/solve traffic problems. <br />3. Incorporate the additional investigation of the <br />role of transit into #2 above (the significance of <br />traffic problems <ind identifying whether alternate <br />highway systems could improve/solve traffic <br />problems) and identify them as transportation <br />systems, not highway systems. <br />Leary also felt that an air quality analysis could <br />not be achieved with the amount of money <br />designated for the study and that this part of the <br />study might be eliminated. <br />$50,000 was the approximate cost of incorporating <br />the above 8 (eight=) items in the proposed study. <br />On February 6, 1~a85, there is a meeting at 2:00 <br />p.m. with the municipalities in Boulder County <br />sponsored by Boulder County. To be identified at <br />this meeting is each municipality's 1) list of <br />priorities of additions/modifications, 2) <br />willingness to participate in the DRCOG study if <br />the additions/modifications are included or prefer <br />an independent :study, and 3) willingness to <br />contribute financially to either effort. <br />Leary moved that: Council direct staff to report <br />Council's priorities as amended, that these items <br />be integrated into the DRCOG study, and indicate <br />that the City of Louisville is willing to support <br />this effort finar,~cially but on a pro rata basis <br />with all other participating jurisdictions. <br />Cussen seconded and the motion was carried <br />unanimously. <br />Mayor Kupfner of Superior was in the audience and <br />thanked Council for inviting him to the meeting <br />to comment on the discussion of W-470.
