Rautenstraus related to Council that the Model <br />Traffic Code was amended. There had been a <br />provision in the code that allowed for ticketing <br />of vehicles parkE~d on private property. In <br />reviewing the code because of recent complaints, <br />it was discovered that there was no mechanism to <br />ticket someone who has parked on private property. <br />Morris was concex•ned with some of <br />within the ordinanc:e specifically th <br />driver shall stop or park a vehicle <br />of the vehicle shall fail to <br />stopping." Also t:he wording, "the <br />vehicle at that point shall be <br />thief." <br />the language <br />e wording, "no <br />and no owner <br />prevent the <br />owner of that <br />considered a <br />Morris asked that t:he wording be changed so as to <br />clarify specifically the intent of the ordinance. <br />This ordinance will_ allow a property owner to call <br />a towing company and have the vehicle towed away <br />and put the responsibility on the towing company <br />to contact the police department. Morris contends <br />that the police department should be notified <br />prior to the towing. <br />The motion was approved unanimously. <br />RESIDENTIAL <br />ANNEXATION POLICY Staff presented t:o Council a draft regarding <br />residential annexation. Mayor Meier commended <br />staff on the outcome of the draft. <br />Wanush responded to questions regarding certain <br />sections of the draft. "Contributing to the <br />implementation of the comprehensive plan" in <br />Section 3 deals primarily with areas that will <br />become a part of the City sooner or later. These <br />are areas where bike paths or other proposed <br />improvements have become part of the City's <br />comprehensive plan. <br />In Section 6, the intent is that if land not <br />completely surrounded by the City is included in <br />the comp plan or in. the City's Urban Service Area, <br />it would by definition satisfy that criteria in <br />this section. It. would also need to satisfy the <br />specifics outlined in Sections 1 thru 5. <br />Impact programs that other municipalities use will <br />be discussed in Council's next work session. Per <br />capita expense figures relating to cost of <br />providing normal City services, i.e., police <br />protection, road maintenance, etc., can be updated <br />every two or three year. <br />5 <br />
