passed unanimously. <br />RECESS Mayor Meier called for a short recess. <br />RESOLUTION #10 - RESIDENTIAL <br />ANNEXATION POLICY <br />Upon Council's request at the <br />meeting, staff sent the concerns <br />the Planning Commission along with <br />The Commission reviewed the policy <br />meeting and the revised policy is <br />resolution. <br />last Council <br />and comments to <br />a draft policy. <br />at their May 14 <br />in the form of a <br />The revised policy does not reference Planned <br />Areas per Council's direction and added an <br />addendum that deliniates how the City would <br />propose to undertake the fiscal analysis and how <br />the City would administer same. Also highlighted <br />in the policy are some differences between <br />"enclaves" and "adjacent properties". <br />Mayor Meier moved that the policy be reviewed a <br />year from the date of adoption. Fauson seconded <br />and the motion was approved unanimously. <br />Both Morris and Leary contended that there would <br />be specific times when a long "drawn out" process <br />in implementing this annexation policy would be <br />unnecessary in that an "up-front" known factor <br />might justify quick denial or approval, i.e., not <br />enough water supply or a very small enclave with <br />one. or a very few houses already receiving City <br />water, etc. <br />Mayor Meier felt that staff discretion would be <br />used to make recommendations to Council with <br />regard to the above stated scenarios. <br />Mayor Meier moved that Council adopted Resolution <br />#10, Series 1985, with the additional information <br />regarding demands for service. Luce seconded and <br />the motion was approved unanimously. <br />U.S. 36 INTERCHANGE <br />REVIEW The Cities of Louisville and Broomfield and <br />Boulder County initiated a study to assess the <br />need and feasibility of a new interchange on U.S. <br />36 between the Broomfield and Superior <br />interchanges. PRC Engineering Inc., and TransPlan <br />Associate Inc. were retained to conduct the study. <br />The Executive Summary of the study was distributed <br />earlier this week. The Planning Commission <br />reviewed the study at their May 14 meeting and had <br />an opportunity to question the consultants. They <br />did not review or comment on the potential land <br />7 <br />
