use impacts in the interchange area but recognized
that further analysis and discussion with other
governmental bodies is required. The Planning
Commission voted to accept the study and sent
their recommendations to the City Council.
Bruce Johnson, Transportation Engineer, Public
Works Department of Boulder, gave a summary of
their findings. Johnson has been chairing the Task
Force on the U.S. 36 Study.
Wayne Yoshioka, PRC Engineering, described the
methodology of the technical study on U.S. 36.
including 1) Phase I which addressed the need, and
2) Phase II which addressed the feasibility.
The alternative that the study group is
recommending would take 96th Street, extend it
south over U.S. 36, interchanging U.S. 36 at this
point, continue south to Coalton Road and
optionally out to State Highway 128. To connect
Broomfield into this network, Midway Boulevard
would extend across U.S. 36 as a grade separation
(no interchange) into Coalton Road, thereby
connecting Coalton Road with Midway Boulevard.
Ron Hensen, TransPlan Associates, presented
alternatives to financing an interchange.
Interest groups and benefits groups were
identified to develop a constituency for paying
for the project. An outline of the
recommendations is included within the Executive
Report.
Issues that were identified within the study
included 1) land use around the interchanges, 2)
open space preservation and acquisition, 3) access
control for the roads leading to the interchange,
and 4) a cooperative financing plan which
ultimately would come from discussions among the
City of Louisville, City of Broomfield and Boulder
County.
Luce voiced a concern with spin-off problems not
addressed in the study that would be created south
of the interchange by increased development in
this specific area.
In response to this concern, once it was
determined that this was a necessary part of the
system to make it work, the task force did not go
through another iteration to determine what, if
any, new development might be stimulated.
Original assumptions were used for the study. If
the study continues to develop, there should be an
8
