G. Letter to Congressional Committee - Federal <br />Budget Cuts <br />H. Approval of Grazing Lease - Kupfner <br />I. Approvalof Grazing Lease - Storms <br />J. Information on City Shops <br />PUBLIC COMMENTS John O'Brien, 227 Hoover Ave., Steve Goold, 224 N. <br />Hoover Ave., and Tom McAvinew, 229 Lois Dr. each <br />spoke on the subject of speeding and traffic <br />control on Hoover Avenue. An existing stop sign <br />on Hoover at West Street has not adequately slowed <br />traffic on Hoover and is creating a safety problem <br />according to O'Brien and Goold. McAvinew <br />concurred that speeding on Hoover is still a <br />problem and also related his feelings that the dog <br />leash law is noi~ heeded by many dog owners and <br />that there is still a weed problem adjacent to his <br />property. Staff was directed to look further into <br />the problems presented. <br />TRACK INN LIQUOR <br />LICENSE REVIEW Leary asked that this item be placed under Regular <br />Business and moved that the Director of Public <br />Safety and the City Attorney draft a guideline to <br />be used for evaluating bar violations. Mayor <br />Meier seconded. Rautenstraus explained that the <br />City would not be able to setup any automatic <br />criteria that would automatically revoke a liquor <br />license after a certain number of violations have <br />occurred as thE~re must be a public hearing. <br />However, Leary asked that guideline be established <br />that would necessitate a hearing if incidents are <br />not being repoz-ted. Possible suspension in <br />repeated cases was another suggested deterrent to <br />be built into the evaluation criteria. <br />Rautenstraus suggested that the criteria would <br />a 1 so give bar owners better direction a 1 so. The <br />motion was passed. unanimously. <br />APPROVAL OF GRAZING <br />LEASE - KUPFNER Leary asked for .a review of the criteria used in <br />grazing leases specifically public use of the open <br />space 1 and. Leary a 1 so app 1 auded the po 1 icy of <br />using open space for grazing as it eliminates City <br />maintenance of this land putting the <br />responsibilitie:a of weeds, fences, etc. on the <br />Leasee and provides the City with a modest amount <br />of money. Leary then offered a motion to have the <br />City establish a grazing policy dealing with lease <br />uses and public access uses. Morris seconded. <br />Hioco informed Council that the present policy <br />provides for pub]Lic access onto open space and is <br />spelled out in each lease. Upon receiving this <br />information, Leary withdrew his motion. After <br />further clarification, Morris withdrew the second. <br />2 <br />
