the lake in order to install the slide gate, the <br />City would be able to provide some storage of <br />water in Harper Lake. <br />Phare outlined the cost savings that would take <br />place by installing the gate while the lake is <br />low. The initial estimate for underwater <br />installation was $580,000. However if the project <br />was undertaken with the lake drained, the <br />estimated cost would be $380,000. Harper Lake <br />could be completely filled with water from <br />Marshall. FRICO agreed to pay compensation for <br />the storage provided. <br />The City would split the cost with FRICO for the <br />installation of the gate. Also, there was an <br />agreement with Homart for their responsibility of <br />a portion of this work, somewhere in the range of <br />up to $80,000 according to Hundley. By agreement, <br />Homart may not be required to pay until 1989, <br />however, Hundley is working with Homart on this <br />issue. <br />Mayor Meier moved that Council authorize staff to <br />obtain bids and~'or enter into a cost sharing <br />agreement for the construction and installation of <br />the Marshall Lake Slide Gate. Unanimous. <br />SEWER PLANT <br />EXPANSION Hundley related to Council that staff is still <br />working on figures to determine the merits of <br />considering a larger sewer plant <br />construction/upgrade versus a smaller scale <br />project this year. If the later is done, two <br />subsequent upgrade=s would have to be done in 1987 <br />and again in 1996. Definitive statistics have not <br />been determined at. this time in terms of potential <br />tap fee increases or increased user charges. <br />Phare's presentation was on the basis that the <br />currently proposed wastewater treatment plant <br />expansion would not result in the lowest cost <br />option to accommodate the ultimate build out in <br />5 <br />
