Morris stated that she does not feel that a <br />corrections facility would benefit the community <br />being aware of the problems that often occur <br />around such a facility. She has worked in the <br />criminal justice system and is very familiar with <br />this facility and personally has a major problem <br />with supporting the facility. She would support <br />the academy. Morris is also concerned with the <br />residential portion of the annexation stating that <br />commercial growth should be Council's primary <br />concern at this time, not large residential <br />annexations. Also, the 1,500 ft. buffer zone is <br />very important to maintain along US 36. <br />Brown assured Cowzcil that the facility would not <br />be seen from the highway as there is a hill that <br />would hide the bu~_lding and nothing would be built <br />within the buffer zone. <br />Luce stated that the National Institute of <br />Corrections and a golf course in the proposed open <br />space where both very desirable. However, without <br />the institute and the open space, allowing just a <br />corrections center becomes far less attractive, in <br />Luce's view. <br />Mayor Meier indicated that without the Institute <br />locating on this proposed parcel, the total <br />annexation proposal would not be view very <br />favorably. The entire package tends to hinge on <br />the NIC locating on the site, Mayor Meier stated. <br />Cussen moved that this proposed annexation be <br />referred to the Planning Commission for their <br />recommendations. Mayor Meier seconded. <br />Luce spoke in favor of the motion as he would like <br />to see a test of the annexation process and <br />secondly, because the sort of proposal presented <br />is fluid and having time to work on it from a <br />couple of different levels might be beneficial to <br />the app 1 i cant an<i the City staf f and a 1 so afford <br />the public the opportunity for input. <br />The motion passed 5-1 with Morris voting no. <br />(It should be noted that at this time <br />Councilmember Johanson left the meeting.) <br />MARSHALL LAKE SLIDE <br />GATE CONSTRUCTION Hundley presESnted to Council staff's <br />recommendation to have a new slide gate installed <br />at Marshall Lake which is budgeted in the City's <br />Capital Improvemients Program although it is not <br />budgeted in 1984.
