Statistics wi 11 be ready for the Counci 1 Work <br />Session July 25th for further discussion. A <br />recommendation will be brought to Council from <br />staff at the August 6th Council Meeting. <br />PROPOSED FEDERAL <br />BUDGET CUTS Hundley suggested to Council that the City of <br />Louisville consider taking positions on key issues <br />with regard to proposed Federal Budget cuts. Both <br />CML and the Nationa 1 League of Cities are taking <br />strong positions :in opposition to proposed Revenue <br />Sharing cuts, imposition of the .Fair Labor <br />Standards Act to local governments, and the <br />proposed additional restrictions on municipal <br />bonds which have the effect of eliminating their <br />tax exempt status. <br />The City of Louisville would lose $100,000 if <br />Revenue Sharing is cut from the Federal Budget. <br />This is the City's only major source of revenue <br />from the Federal government. This money is <br />currently used in the City's General Fund. <br />Services may have to be cut to make up for this <br />cut or make up the money locally, according to <br />Hundley. <br />Hundley explained. that with strict application of <br />the standards sei: by the Fair Labor Standard Act <br />the City could sustain a budget consequence if <br />compliance is imposed on local governments. <br />Historically, local governments have not been <br />consistent with private industry. Some <br />prerogative needs to be maintained locally to <br />remain flexible. <br />The State and local taxes have been deductible <br />on Federal Income Taxes since 1913. This proposed <br />cut and would eliminate this deduction. <br />Municipal Bonds would run the risk of no longer <br />being tax exempt and would cause an increase in <br />user fees to cover the higher interest costs for <br />monies. <br />Council authorized staff to prepare City position <br />statements and to contact the Congressional <br />Delegation opposing this Federal Budget Cuts. <br />CONCRETE BATCH PLANT <br />TEMPORARY USE PERMIT Hundley asked that this item be pulled from this <br />agendaand presented at a later date. <br />SET DATE FOR COUNCIL <br />WORK SESSION A Council Work Session was set for July 25th. <br />7 <br />
