trying to raise it and yet remain lower than the <br />surrounding communities so that we could attract <br />business and developers to town." <br />Mayor Meier cited that many capital improvement <br />projects were to have been funded through tax <br />revenue sources generated by the Centennial Valley <br />Mall. As this and other industry did not happen, <br />other sources of revenue are needed to fund these <br />improvements. Mayor Meier will support some type <br />of tax increase -- property, sales, use. This <br />proposed property tax increase is at least the <br />beginning to getting things back on line. <br />Johnson voiced her appreciation to those people <br />speaking against this proposed increase tonight. <br />However, she asked that they look at the small <br />portion of their property taxes that goes to the <br />City and evaluate whether a few more dollars would <br />really be a burden. <br />Morris asked for clarity in the process of the <br />Truth in Taxation Procedure. Hundley explained <br />that if Council chooses not to adopt this <br />resolution, there would be no further discussion <br />using this method. An alternative was to put this <br />issue on the November ballot. However, time does <br />not allow this option. A third option is to go to <br />the Department of Local Affairs and request an <br />increase. They could either approve or disapprove <br />the request. Should Council decide to continue <br />with the Truth in Taxation Procedure another <br />series of notices would be published announcing <br />another Public Hearing for the consideration of <br />the adoption of the proposed tax increase. A final <br />decision would be made at that time by Council. <br />The Public Hearing would have to take place prior <br />to November 16, 1985, as this is the time that the <br />mill levy has to be certified to the County <br />Assessor. <br />Cussen moved that Resolution #18, Series 1985, be <br />approved. Johnson seconded. <br />Fauson asked if an amendment could be made to the <br />motion to adopt Resolution #18. He asked that it <br />be amended to state that Council would look into <br />having monies collected from this increase <br />earmarked for specific CIP's, that Council would <br />also look into having the increase limited to a <br />specific number of` years, and that other sources <br />of revenue be pursued.
