PUBLIC COMMENTS None. <br />APPOINTMENT TO CITIZEN <br />ADVISORY BOARD ON <br />CRIMINAL JUSTICE The applicant, Lee Farmer, was not in attendance. <br />Therefore, Council postponed action. <br />PROPERTY TAX INCREASE Rautenstraus reported that the notice of the <br />continued Public Hearing on the Proposed Property <br />Tax Increase had been published according to State <br />Statute. <br />Mayor Meier opened the Public Hearing. <br />Mark Vollmer, 146 So. Polk Ave., Louisville, gave <br />a presentation with respect to the proposed tax <br />increase. Vollmer stated that the CIP included <br />perceived needs, not necessarily real needs and <br />therefore, presented possible alternative sources <br />of revenues. <br />Mayor Meier asked for Public Comments in favor of <br />or in opposition to the Proposed Tax Increase. <br />None. Mayor Meier closed the Public Hearing. <br />Mayor Meier asked for Council Comments. <br />Leary responded to Mr. Vollmer's presentation <br />stating that alternative sources of revenue had <br />been looked at and among the real CIP needs is an <br />extensive drainage program throughout the City. <br />Luce also responded stating that this Council has <br />spent two years analyzing alternatives for <br />funding (as have previous Councils). Luce feels <br />that the best, albeit unpopular, approach to <br />solving some of the problems is to adopt the <br />proposed tax increase. <br />Mayor Meier commended Council and staff for <br />"biting the bullet" by seeking solutions which <br />include this proposed tax increase. <br />Johnson stated that this was a first step in the <br />right direction to fund real needs and asked for <br />support of the community. <br />Leary stated that a use tax would put the ful l <br />burden on the consumer, residents of Louisville. <br />A property tax is shared by both the homeowner and <br />all commercial interest in the City.
